【摘要】：改革开放30多年来,我国国民经济保持持续快速增长,经济形势稳中向好。初步核算,2013年国内生产总值568845亿元,比上年增长7.7%。但我国所面临的环境、资源问题也同益突显,以资源消耗、环境污染为代价的粗放型经济增长方式已经难以为继,转变经济发展方式已迫在眉睫。资源节约型、循环经济型、科技先导型的生态经济和文化产业发展将成为今后我国经济可持续发展的必然选择,特别是对我国经济欠发达地区实现跨越式发展具有更重大的现实意义。论文的主要工作如下： 1、论文针对选题的背景和相关理论进行了阐述,结合相关国内外城市转型案例进行了分析和总结,并在此基础上分析了对于淳安转型发展的经验和借鉴,建立了基于生态经济和产业融合发展的思路框架,为后续研究奠定了理论基础。 2、针对淳安转型发展的外部环境进行了PEST分析,分别阐述了淳安外部的政治、经济、技术、社会等各方面的发展动态和趋势,以及对于可能影响淳安转型发展的因素进行了分析。 3、淳安转型发展的内部条件进行了分析,首先对淳安的发展概况进行了介绍,对于其自然地理和资源状况进行了介绍,然后对三大产业发展现状进行介绍和评价,对于逐渐显露的问题进一步进行剖析。 4、针对淳安发展转型内外部环境条件进行了SWOT分析,确定生态农业、生态工业及现代服务业等主导产业的发展升级模式,并进行组合战略分析,确定了其经济转型发展战略。 5、结合淳安发展转型内外部环境条件,提出了该地区发展的战略方向,阐述了经济发展的目标导向、发展模式及具体措施,并提出了相关的保障措施。论文的研究对于城市转型发展理论和实践有一定借鉴作用。
[Abstract]:30 years of reform and opening up, China's national economy has maintained a sustained and rapid growth, the economy steady for the better. The preliminary accounting, GDP in 2013 568845 yuan, a year-on-year increase of 7.7%. but facing China's environment, resources problem has highlighted, resource consumption, environmental pollution at the expense of the extensive economic growth mode has been difficult to continue, change the mode of economic development is imminent. The resource-saving and recycling economy, ecological economy and the development of cultural industry forerunner of science and technology will become an inevitable choice for the sustainable development of China's economy, especially for China's underdeveloped areas is more significant role leapfrog development. The main work is as follows:
1, according to the background and expounds the related theory, combined with the domestic and foreign city transition cases were analyzed and summarized, and based on the analysis for the transformation and development of Chunan experience, established a framework of integration of the development of ecological economy and industry based, laid a theoretical foundation for further study.
2, the PEST analysis is carried out for the external environment of Chunan's transformation and development. It expounds the development trend and trend of Chunan's external politics, economy, technology and society, as well as the factors that may affect the transformation and development of Chunan.
3, the transformation and development of Chunan's internal conditions are analyzed firstly, the development of Chunan were introduced, the natural geographical and resource status were introduced, and then introduces and evaluates the current situation of the development of the three industries, the problem gradually revealed further analysis.
4, according to the SWOT analysis of the internal and external environmental conditions of Chunan's development transformation, we determined the development and upgrading mode of the leading industries such as eco agriculture, eco industry and modern service industry, and analyzed the combination strategy, and determined the economic transformation and development strategy.
5, combined with the internal and external environmental conditions of Chunan's transformation and development, it puts forward the strategic direction for the development of this area, expounds the goal orientation, development mode and specific measures of economic development, and puts forward relevant safeguards.
The research of this paper has a certain reference for the theory and practice of urban transformation and development.
