旅游外交视角下环渤海湾区域入境旅游影响研究

【摘要】:2015年全国旅游工作会议上正式提出“旅游外交”这一概念,并要求“旅游行业要在国家开放新格局中,主动作为、主动发声,服务国家整体外交、服务旅游产业发展、服务游客消费需求,努力开创旅游对外开放新局面”,我国的旅游外交开始从自发走向自觉,迈向一个崭新的阶段,由此促使从旅游外交与入境旅游的关系这个关键点上选题研究,考察30多年来旅游外交相关事件对入境旅游的影响,从中总结一些规律性因素,为国家和地方旅游部门拟定相关政策开展旅游服务提供参考。考虑取得入境旅游实际材料的方便,也顾及旅游外交事件对入境旅游影响的明显性,本研究选用大连、天津、唐山以及烟台四座环渤海湾区域,着重把包括中日关系、中韩关系、中美关系、中俄关系等在内的中外关系的变动作为主要研究对象,剖析近几十年来旅游外交的繁杂变化对这四座城市入境带来所带来的影响,进一步权衡环渤海湾区域入境旅游受旅游外交制约的机制体制,归纳总结我国环渤海湾区域入境旅游的发展中,旅游外交各类别事件的周期规律,给旅游治理的相关部门在拟定相关方针和施行措施方面提供有利的借鉴。根据研究对象和研究目标,本文用马修斯理论当作应用的工具,然后以环比增长率与客流量相关指标和工具,分析不同层面上的旅游外交怎样支配着中国环渤海湾区域入境旅游的,进而概括相应的旅游外交事件对于入境旅游的作用影响周期。具体的研究内容包括:本文从“旅游外交”的寓意入手,通过研究得出外交与旅游有着不可分割的关系,并指出未来的世界,外交离不开旅游,旅游更依赖政治,政治包含外交,三者互通互利。在此前提下剖析了入境旅游发展处境、经济发展程度以及入境旅游资源等多个方面,同时进行了对中国环渤海湾区域入境旅游的优先条件的剖析,对主要的一些客源市场也进行简单的阐述,发现大连、青岛、滨海等临海城市,是我国入境旅游的最佳以及最受青睐的目的地。而且发现有逐渐向内地发展集中和靠拢的趋势,有陆转移和动态流动分布的特点。在分析我国入境旅游对周边各国的影响时,重点描述了与韩国、日本、俄罗斯、美国的政治、经贸关系,以及双边旅游事业的发展现状。从数据分析上看,中韩彼此互惠互利的合作关系而促成了韩国人来到中国旅游,因此中国也成为韩国游客的主要集散地;中日之间的政治意见分歧,使得日本人来中国旅游的数量不断受到影响。直到70年代末两国建交后,陆续的有日本国民进入中国旅游观光,因此日本国民来中国旅游受到了政治环境的制约;中美之间不单单受到政治情况影响中国出入旅游,而且其中的经济和人文占比也很大。70年代末期,我国对外国居民不再限制其旅游探亲的行程,接下来的是完全放宽了美国游者的限制。直到20世纪初,来中国旅游的美国旅游者占到了全国外来旅游者的四分之一,排名也是前四名;中俄两国之间的旅游互动,是从20世纪初,两国共同参与的国家年活动开始的,两国相互举办了语言年和观光年,这足以展现两国睦邻友好使得旅游业蒸蒸日上的行业前景。阐释了旅游外交政治、经济、文化对环渤海湾区域入境旅游影响。例如,美国炸馆事件、撞机事件等政治事件对环渤海湾区域入境旅游客流量有规律可循,日本政体巨变、美国9.11事件等国际政治事件可以影响入境旅游;亚洲金融危机、全球金融海啸等经济事件可以影响入境旅游客流量,可以使环渤海湾区域入境旅游有变化;“中韩交流年”、“中国年”、“俄罗斯年”等文化交流活动事件,验证了旅游外交文化事件可以作用于入境客流量,环渤海湾区域旅游也受文化事件的支配。论述了危机事件可以使我国的入境旅游量大大减低,为此要巧妙应对危机,降低其对入境旅游的影响;谈及了国家间的政治关系对中国环渤海湾区域产生的影响也不可估量,为此要增进政治交往,促进入境旅游业;重点改善国际全面的经济局势,对入境旅游来说效果显而易见:强化国际间举办的文化交流事件会使得入境旅游量增多。此外,由于经历有限和研究视角比较单一,对中国沿海城市与旅游外交进行探讨不够深入,存在研究环渤海湾区域过于整体化,并没有把所有城市作为单一变量进行评估。未来,会继续加大收集数据的范围,更加精准地把遭受国际损失的客流量统计出来,更加关注旅游外交的变化对外来旅游者对目的地的需要的影响,以及客源国与出境国的之间的旅游外交等方面的研究。
