【摘要】：交通行政执法现代化是指在全面实现现代化的时代背景下,交通行政执法部门为维护交通运输秩序,实现交通行政管理目标,适应交通运输领域现代化的进程,所呈现出的执法依据民主化、执法手段人性化、执法主体多样化、执法方式综合化以及执法监督体系化等趋势。党的十八届三中全会后,党中央明确提出要不断深化政治、经济、社会体制的改革。在这一关键时期,通过对交通行政执法现代化进程的研究,为我国的交通行政执法现代化建设找到一条现实可行之路,将在一定程度上对提高交通行政执法水平方式、有效解决执法过程中违背服务型政府和以人为本理念的行径、公权力的约束、政府公信力的提升以及创造和谐交通有较大的现实意义。同时也对其他部门、领域行政执法现代化进程具有借鉴意义。本文写作主要运用文献研究、比较研究、跨学科研究、实证分析以及综合分析等方法。全文共分五章：第一章论述交通行政执法现代化建设的时代背景；第二章论述交通行政执法现代化建设的界定；第三章论述交通行政执法现代化建设的现实基础及问题；第四章论述发达国家和先进省份交通行政执法现代化的主要做法和工作经验；第五章论述交通行政执法现代化建设的推进重点与突破口。
[Abstract]:The traffic administrative law enforcement modernization refers to the full realization of modernization under the background of the times, the traffic administrative law enforcement departments to maintain traffic order, realize the traffic administrative management objectives, adapt to the modern transportation process, showing the law enforcement based on democracy, law enforcement means of humanity, the law enforcement main body diversification, comprehensive law enforcement and supervision of law enforcement the trend of the party system. After the third Plenary Session of the 18th CPC Central Committee, the CPC Central Committee proposed to deepen the political, economic and social reform. During this critical period, through the study of the traffic administrative law enforcement in the modernization process, to find a feasible way for China's modernization construction of the traffic administrative law enforcement, to a certain extent to improve the traffic administrative law enforcement level, effectively solve the acts violate the service-oriented government and people-oriented concept in the process of law enforcement, public power about Beam, the credibility of the government to enhance and create a harmonious traffic has great practical significance. At the same time also to other departments, with reference to the field of administrative law modernization. This paper mainly uses literature research, comparative study, interdisciplinary research, empirical analysis and comprehensive analysis method. This paper consists of five chapters: the first chapter discusses the traffic administrative law enforcement modernization background; the second chapter discusses the definition of traffic administrative law modernization; the reality and the third chapter deals with the traffic administrative law enforcement modernization; the fourth chapter mainly discusses the practice of developed countries and the advanced provinces and the modernization of the traffic administrative law enforcement work experience; the fifth chapter discusses the traffic administrative law enforcement modernization promote the key and breakthrough.
