大数据时代服务型政府建设问题研究

【摘要】：人类进入21世纪以来,信息科技发展突飞猛进,信息技术创新层出不穷。其中以大数据为重要内容的新一轮信息化浪潮正以汹涌澎湃之势席卷全球,在政治、经济、文化等各个领域引发深刻变革,引领我们步入大数据时代。面对迅速发展的大数据技术,大数据技术在政府服务过程当中的有着无限的潜能,大数据时代在政府服务的过程中偏重于大数据的社会属性,大数据的物理属性在政府服务的过程中起到了了技术的支撑,而大数据的社会属性却改变着政府服务的模式,所以大数据因其社会属性对于政府服务的提升有着举足轻重的作用。党中央、国务院高度重视,制定实施《“十三五”2016-2020实施国家大数据战略,推进数据资源开放共享》与国务院印发《促进大数据发展行动纲要》等一系列政策措施,要求加强海量数据储存、数据挖掘等大数据关键技术研发应用,大力推进大数据发展。国内一些地区和企业也在抢抓先机,积极推进大数据应用,开拓大数据的开阔市场。文章以大数据时代发展为背景,从政府政策研究视角下运用调查、定性、要素等分析方法对政府如何应用大数据对政府服务的影响及在大数据时代政府面临的机遇与挑战进行分析,研究分析了国外大数据政府应用发展情况及对大数据应用的研究与探索、实践与分析。大数据在服务型政府(Service-oriented government)建设上的应用正在带来一场行政变革,它不只是服务理念与模式上的变革,更是政府决策与治理上的变革。综合利用大数据、物联网、云计算等相关新兴技术提高政府等公共服务业资源的配置效率,加大政府数据的资源开放与共享,深度挖掘与分析数据,提高政府工作的效率与透明度,大数据的应用发展对政府的形态与政府的组织模式产生影响,逐步建设智慧型、服务型、开放型政府。其次对我国在大数据时代背景下建设服务型政府出现的相关的现状、问题及成因进行分析,得出相关启示及借鉴理论与现实应用结论,并结合我国实际情况提出了构建大数据国家发展战略,包括完善大数据的相关立法、实现政府数据资源共享、多元化培养大数据人才等对策建议。
[Abstract]:Since 21th century, with the rapid development of information technology and the emergence of information technology innovation, the new wave of information technology, with big data as the important content, is sweeping the whole world, in politics and economy. Culture and other fields have caused profound changes, leading us into the era of big data. Facing the rapidly developing big data technology, big data technology has unlimited potential in the process of government service. Big data's social attributes in the process of government service focused on the social attributes of big data, the physical attributes of big data played a technological support in the process of government service, while the social attributes of big data changed the mode of government service. Therefore, big data, because of his social attributes, plays an important role in the promotion of government services. The CPC Central Committee and the State Council attach great importance to the formulation and implementation of the "13th Five-Year Plan" 2016-2020 to implement the national #internal_person1# strategy. Promoting Open sharing of data Resources and issuing the "platform for Action for the Development of big data" by the State Council, a series of policies and measures are required to strengthen research and application of such key technologies as massive data storage and data mining. Make great efforts to promote the development of big data. Some regions and enterprises in China are also seizing the first chance, actively promoting the use of big data, and opening up the open market of big data. The article uses investigation from the perspective of government policy research against the background of the development of big data. Qualitative, factor and other analytical methods analyze how the government applies big data's influence on government services and the opportunities and challenges faced by the government in the big data era. This paper studies and analyzes the development of big data's government application abroad and the research and exploration, practice and analysis of big data's application. The application of big data in the construction of service-oriented government is bringing about an administrative revolution. It is not only a change in service concept and mode, but also a change in government decision-making and governance. Comprehensive use of big data, Internet of things, cloud computing and other related emerging technologies to improve the efficiency of the allocation of government and other public service resources. Increasing the opening and sharing of government data resources, mining and analyzing data in depth, improving the efficiency and transparency of government work, the application and development of big data have an impact on the form of the government and the organization mode of the government, and the wise type is gradually built. Secondly, the paper analyzes the current situation, problems and causes of the construction of service-oriented government under the background of big data, and draws the relevant enlightenment and draw lessons from the theoretical and practical application conclusions. Combined with the actual situation of our country, this paper puts forward some countermeasures and suggestions for constructing big data's national development strategy, including perfecting the relevant legislation of big data, realizing the sharing of government data resources, and diversifying the cultivation of talented persons of big data, and so on.
