双城市县域经济发展模式研究

【摘要】：自古以来，作为社会系统和政治经济体系最基础的单元，县域是经济社会发展中的基础层，是城乡一体化的节点，是村镇的整合点。全面建设小康社会，县域是必不可少的一环。随着全球经济发展日益加速，县域经济逐渐进入人们视野，地位越发突出。县域经济发展模式成为各界普遍关注的问题。“县积而郡，郡积而天下。郡县治，天下无不治”,在当今社会，县域经济发展蓬勃，具有高度集聚化、高度专业化、突出优势、彰显特色、实现跨越式发展的特点。实现县域经济的跨越式发展，不但是扩大国内外需求、刺激消费的客观要求，而且对于统筹城乡区域和社会经济协调发展、积极稳妥地解决中国长久以来的“三农”问题都具有非常重要的理论和现实意义。而选择适当的县域经济发展模式，对促进县域经济快速发展具有十分重要的现实意义。首先，本文在对县域经济及县域经济发展模式的概念进行界定的基础上，对国内几种典型的县域经济发展模式进行深入的研究分析，提出对双城市县域经济发展以及发展模式的建议；围绕双城县域经济发展模式问题，运用定量分析与定性分析相结合、理论与实际相结合的分析方法，将双城市县域经济作为一个复杂系统，对县域经济现有发展模式的运行现状、特点、存在问题及优化对策进行了研究。其次，通过对比苏南模式、温州模式、珠江模式以及顺德模式。分析了四种成功模式的特点，苏南模式是以混合型经济为主体，以规模经济和外向型经济为支撑，以鲜明特色和优势产业为主要特征的发展模式；顺德模式的主要特点就是它是由集体经济转化而成的私营经济的区域经济发展模式；温州模式则是这样一种私营经济，它以个体私营企业、家庭手工业为主的私营经济发展模式；而珠江模式是以市场为主导，以工业制造业为主要特色的区域经济发展模式。本文综合分析国内这四种区域经济发展模式，并从中吸取成功经验，总结出对双城市县域经济发展模式有利的先进经验及启示。最后，分析双城市县域经济的发展现状，从而指出县域经济发展存在的问题。在此基础上，对双城市县域经济发展水平和目前存在的四种县域经济发展模式即：金城乡以旅游业带动的发展模式，朝阳乡以“区位招商+农业现代化”带动的发展模式，，临江县以特色农业带动的发展模式，双城县以食品、物流装备、三园区带动的发展模式，进行了评价。并通过分析双城市县域经济发展模式的特点及存在问题，提出了促进双城市县域经济发展发展模式优化的对策及建议。
[Abstract]:Since ancient times, as the most basic unit of social system and political economic system, county is the basic layer of economic and social development, the node of urban-rural integration, the integration point of villages and towns, and the comprehensive construction of well-off society. County is an indispensable link. With the accelerating development of the global economy, the county economy has gradually entered people's vision and its status has become more prominent. The development model of county economy has become a common concern of all walks of life. "County economy and county economy," In today's society, the county economy is flourishing, with a high degree of agglomeration, a high degree of specialization, a prominent advantage, and a distinctive feature. To realize the characteristics of leap-forward development, to realize the leap-forward development of the county economy is not only to expand the demand at home and abroad and to stimulate consumption, but also to coordinate the development of urban and rural areas and social economy. It is of great theoretical and practical significance to solve the problem of "agriculture, countryside and farmers" actively and steadily in China for a long time, and it is of great practical significance to choose the appropriate development mode of county economy to promote the rapid development of county economy. First of all, on the basis of defining the concept of county economy and county economic development model, this paper makes in-depth research and analysis on several typical county economic development models in China. The paper puts forward some suggestions on the development of county economy in Shuangcheng and its development model, and applies the method of combining quantitative analysis and qualitative analysis, combining theory with practice, focusing on the development model of county economy in Shuangcheng. Taking the county economy of Shuangcheng city as a complex system, this paper studies the operation status, characteristics, existing problems and optimization countermeasures of the existing development mode of the county economy. Secondly, by comparing the southern Jiangsu model, the Wenzhou model, the Pearl River model and the Shunde model, the paper analyzes the characteristics of the four successful models. The southern Jiangsu model is based on mixed economy, supported by scale economy and export-oriented economy. The main characteristic of Shunde model is that it is a regional economic development model of private economy transformed from collective economy. Wenzhou model is such a private economy. It is a private economic development model dominated by individual private enterprises and household handicrafts, while the Pearl River model is dominated by the market. This paper comprehensively analyzes the four kinds of regional economic development models in China, and draws the successful experience from them, and sums up the advanced experience and enlightenment to the county economic development model of Shuangcheng city. Finally, the paper analyzes the present situation of the county economy in Shuangcheng, and points out the problems in the development of the county economy. The development level of county economy in Shuangcheng city and the existing four kinds of county economic development models are as follows: the development mode of tourism in Jincheng city and the development mode of Chaoyang township driven by the modernization of regional investment and agriculture. The development model of Linjiang County is characterized by characteristic agriculture, and the development mode of Tangcheng County is food, logistics equipment and three parks. The characteristics and problems of the development mode of county economy in Shuangcheng County are analyzed. The countermeasures and suggestions to promote the development mode of county economy in Shuangcheng city are put forward.
