互联网背景下的行政决策研究

【摘要】：“运筹帷幄之中,决胜千里之外”说明了决策在管理活动中的重要性。行政决策作为行政管理活动的核心,是政府进行管理活动的重要组成部分,它贯穿整个行政管理活动。传统的行政决策活动,是以政府为中心,一种自上而下的模式进行。然而。随着数字化时代的迅猛发展,一方面传统政府决策活动中面对的决策对象、决策环境等均发生了众多变化,需要一种新的力量和元素介入到传统的政府决策活动中去解决,另一方面,随着经济社会的快速发展,现行的政府决策理论已不能适应新时期社会的发展需求,对当前政府决策活动中出现的问题,需要一种新的工具来解决。随着网络信息技术的快速发展,特别是互联网技术的普及应用,对社会的政治经济文化生活产生了极大的影响,这也为政府的行政决策活动提供了有益借鉴和参考。面临新的发展要求,在政府行政决策活动中必须依靠网络技术手段,转变行政管理方式,提高行政决策效率,从而为公众更好的服务。本文在研究中首先对决策、行政决策、互联网和电子政务等相关概念进行了阐述并对其特征进行了分析。然后分析了互联网的发展现状以及传统行政决策出现的问题,通过这两部分的阐述分析了互联网背景下的行政决策研究的必要性。随着社会经济的高速发展,互联网背景下的行政决策带来了前所未有的机遇和挑战。不管是机遇,还是挑战,这种现象都是客观存在的,政府只能主观接受,不能回避它。互联网背景下的行政决策带来的机遇包括:互联网对行政决策起到推到作用,提高了行政决策效率;互联网为行政决策提供了信息源,提高了行政决策的科学性;互联网对行政决策提供了监督作用,提高了行政决策的廉洁;互联网为公众参政提供了平台,提高了行政决策的民主化。互联网背景下的行政决策带来的挑战包括:过量的信息导致决策的盲目;“技术官僚”导致的政治欺骗;信息技术导致的网络安全问题;数字鸿沟问题引起的决策不公平以及网络谣言问题等等。接着通过对国外发达国家(美国、英国、新加坡、澳大利亚)电子政务建设方面的借鉴以及国外发达国家优化行政决策方面的借鉴,对我国政府行政决策优化引起了反思和启示针对上述情况,本文理性的应用互联网,提出了优化行政决策的建议。首先是制定互联网发展规划和法律保障。第二,行政决策主体要提高自身的素质。第三,行政决策主体参与方式的多元化。第四,加强行政决策的监管和监督。最后,提高现代技术手段和传统决策方法有机结合。

The administrative decision is the core of administrative management activity, is an important part of government management activities, it runs through the administrative activities. The traditional administrative decision-making activities, is taking the government as the center of a top-down model. However. With the rapid development of the digital era, in the face of a traditional government decision-making activities in the decision object, decision environment have undergone many changes, the need of strength and a new element involved in the activities of government decision-making in the traditional solutions, on the other hand, with the rapid development of economy and society, the theory of the current government decision-making can not adapt to the development needs of the new era of society, appears on the current government decision-making activities, need a new tool to solve with the network information technology. With the rapid development, especially the popularization and application of Internet technology, has a great influence on the social political economic and cultural life, it also provides a useful reference for the administrative decision-making activities of government. Facing the new development requirements, in government administrative decision-making must rely on network technology, administration way. And to improve the efficiency of the administrative decision, so as to better service for the public. In this paper, firstly in decision-making, administrative decision-making, elaborates the Internet and e-government and other related concepts and analyzed its characteristics. Then analyzes the current development of the Internet and the traditional administrative decision-making problems, through the two part analysis of the necessity of administrative decision-making under the background of Internet. With the rapid development of social economy, under the background of Internet administrative decision-making has brought unprecedented machine The opportunities and challenges. Whether it is the opportunity or challenge, this phenomenon is an objective existence, the government can only accept the subjective, can not avoid it. Under the background of Internet administrative decision-making opportunities include: Internet of administrative decision-making to push to the role, improve the efficiency of the administrative decision; the Internet provides the information source of administrative decision-making, to improve the scientific quality of the administrative decision; the Internet provides the supervisory role of administrative decision-making, improving the administrative decision-making and honest; the Internet provides a platform for public participation, improve the administrative decision-making democratization. The Internet under the background of administrative decision-making challenges including: too much information leads to the blind decision-making; political deception technology the bureaucracy "led to the problem of network security; information technology leads to the problems caused by the digital divide; the decision is not fair and network rumors and so on. Then based on the developed countries (United States, Britain, Singapore, Australia) e-government construction model and the optimization of administrative decision-making foreign developed countries for reference, to optimize China's administrative decision-making by reflection and inspiration in view of the above situation, the rational application of the Internet, put forward the optimization of administrative decision-making advice. The first is to develop the Internet development and planning second. Legal protection, administrative decision-making to improve their own quality. Third, the diversification of administrative decision-making participation. Fourth, strengthen supervision and supervision of administrative decision-making. Finally, improve the combination of modern technology and traditional decision method.
