协商民主视域下民意表达路径研究

【摘要】：当前,我国正处于社会转型期,外部受到经济全球化、西方意识形态的深刻挑战,国内市场经济、政治改革不断深化,多元利益格局形成,人民群众对于自身利益诉求日益增强,要求与表达相适应的民意表达路径,民意表达路径也经历着时代转向,并逐渐成为国家治理关注的一个重要领域。与此同时,协商民主在探索国家治理现代化的道路上发挥着越来越重要的作用,因为源于协商民主形成的原则、方法、多样化的协商形式、逐渐成型的制度、明确的价值目标追求等,在促进社会发展和谐、促进公民积极参与、保障民意表达路径实现方面具有重要作用,民意表达路径的建构有助于注重民众意愿、倾听民众心声、聚合民意、畅通民意,而协商民主与民意表达在遵循的理念、原则、规范方法、价值追求等方面具有一定程度的同构性。本文由六部分组成:第一部分,引言部分,说明了选题的来源、依据和意义,以及探讨分析了有关协商民主、民意表达的国内外研究现状,以及研究中拟采用的主要方法。第二部分,研究了协商民主的概念、要素、作用,协商民主推进国家治理现代化的启示,民意和民意表达的概念、要素、作用,协商民主规范民意表达的启示。第三部分,在理清协商民主与民意表达之间关系的基础上又探讨了民意表达路径的含义、分类、基本模式、时代特征,民意表达路径选择风险评估的依据。第三部分,首先分析了当前我国民意表达路径存在的问题,主要表现在国家、社会、媒体、政党、民意调查等领域;其次剖析了造成民意表达路径存在问题的原因,包括政治、经济、社会、文化、技术等五个方面;再次,提出了每个民意表达路径存在问题的解决的办法与对策。第四部分,在综合分析研究的基础上,明确了要实现政治改革总目标,实现国家与社会的互动和协同发展,需要在正确把握民意表达路径的时代转向的基础上,遵循民意表达路径建构的原则,创新民意表达路径的方式方法,实现国家治理现代化背景下的民意表达路径的构建。最后一部分,结论。肯定了协商民主在全面深化政治体制改革中的重要作用,也应该注意民意表达路径在现代政治中所起的作用。与此同时,要深刻地理解和掌握协商民主在国家治理现代中的重要启示之一是如何构建畅通的符合时代发展的民意表达路径。
[Abstract]:At present, our country is in the social transition period, the external is facing the economic globalization, the western ideology profound challenge, the domestic market economy, the political reform unceasingly deepens, the pluralistic benefit pattern forms. The people's demands for their own interests are increasing day by day, and the expression path of public opinion, which is suitable for the expression of public opinion, has also experienced the turn of the times, and has gradually become an important field of national governance. At the same time, Deliberative democracy is playing an increasingly important role in exploring the road to modernization of national governance, because it stems from the principles, methods, diversified forms of negotiation, gradual formation of systems, and the pursuit of clear value goals, etc. It plays an important role in promoting social development and harmony, promoting citizens' active participation, and ensuring the realization of the path of public opinion expression. The construction of public opinion expression path is helpful to pay attention to people's will, listen to people's voices, gather public opinion, and unblock public opinion. However, there is a certain degree of isomorphism between deliberative democracy and public opinion expression in the following aspects, such as idea, principle, normative method, value pursuit and so on. This paper is composed of six parts: the first part, the introduction part, explains the origin, basis and significance of the topic. In the second part, the concept, elements and functions of deliberative democracy are discussed and analyzed, as well as the current research situation at home and abroad, as well as the main methods to be used in the research. The enlightenment of deliberative democracy in promoting the modernization of national governance, the concept, elements and functions of public opinion and the expression of public opinion, and the enlightenment of deliberative democracy in regulating the expression of public opinion. Part three, On the basis of clarifying the relationship between deliberative democracy and public opinion expression, this paper also discusses the meaning, classification, basic mode, time characteristics, the basis of risk assessment of public opinion expression path selection. First of all, it analyzes the existing problems in the path of public opinion expression in our country, mainly in the fields of the country, society, media, political parties, public opinion polls, etc. Secondly, it analyzes the causes of the problems in the path of public opinion expression, including politics and economy. Social, cultural, technical and other five aspects. Thirdly, the paper puts forward the solutions and countermeasures to the problems existing in each path of public opinion expression. Part 4th, on the basis of comprehensive analysis and research, makes it clear that the overall goal of political reform should be realized. In order to realize the interaction and coordinated development between the state and the society, it is necessary to correctly grasp the turn of the times of the path of public opinion expression, follow the principle of constructing the path of expression of public opinion, and innovate the ways and methods of the path of expression of public opinion.
