新时期我国公务员职业道德建设研究

【摘要】：世纪之初,在社会主义市场经济建设全面开展的背景之下,我国的公务员队伍建设取得了长足的进步,从而强有力的推动了我国行政体制改革和政府现代化建设。新时期所颁布的《公务员法》促进了我国公务员制度的完善和发展,同时也使得我国的公务员职业道德建设得到了提升。但是从最近几年的实际情况看来,在公务员职业道德建设的过程中,仍然出现了很多的不足和缺陷,贪污腐败、玩忽职守问题频发,部分公务员责任意识缺乏,个人主义色彩浓重,这些都严重损害了政府在人民心中的地位和形象,削弱了政府公信力。因此,通过对公务员职业道德建设存在问题的研究,找出新时期公务员职业道德建设失范的根源所在,对构建新时期我国公务员职业道德建设的目标体系及完善新时期公务员职业道德建设的对策都有着重要意义。本文从新时期我国公务员职业道德建设的相关概念入手,在阐述国内外的研究现状和古今中外公务员职业道德建设可借鉴经验的基础上,梳理了新时期我国公务员职业道德建设存在的问题,并从政治、经济、文化这三方面进行分析,进而提出加强我国公务员职业道德建设的创新理念即可持续的生态发展理念、与时俱进的服务理念、分层分类的行政问责理念和以人为本的责任理念。构建新时期我国公务员职业道德建设的目标体系,得出新时期我国公务员职业道德建设的最终目标即造就一支人民满意的公务员队伍、实现公共利益的最大化及寻求人民群众与公务员利益的平衡点。在新时期我国公务员职业道德建设的过程中,坚持以马克思主义理论和公务员法为指导、与社会主义核心体系相结合、与“中国梦”相承接的原则。最后提出完善新时期我国公务员职业道德建设的对策:从深化公务员的招考制度、规范公务员淘汰机制、推行科学的绩效评估机制及改进权力制约机制等方面加强公务员职业道德的相关制度建设、营造良好的公务员职业道德建设社会环境和提高我国公务员自身的职业道德修养。

But from the actual situation in recent years, in the process of occupation moral construction of the civil service, still have a lot of shortcomings and defects, corruption, dereliction of duty problems, some civil servants lack of sense of responsibility, strong individualism, which seriously damaged the position and the image of the government in the hearts of the people, undermines the credibility of the government.
