内蒙古自治区排球一级以上裁判队伍现状调查与对策研究

【摘要】:排球裁判员是依照排球比赛规则,在比赛过程中对参赛双方的胜负和名次做出公平、公正评判的人员,是排球比赛过程中的“执法”人员。排球裁判临场执裁工作与排球竞赛活动是密不可分的。排球裁判作为排球竞赛活动的组织者和领导者,他们的执裁水平、个人素质、知识结构等各方面能力的高低,影响着运动员技术、战术水平的发挥,同时对排球比赛的结果走向有着很大的影响。随着世界各国政治、经济、文化等方面的发展,作为三大球之一的排球运动也在不断发展。排球竞技逐步向着职业化及商业化的方向进步,以满足社会的需求。因而,排球运动竞赛规则也在适时的调整变化,对排球裁判员的业务性、应变性和适应性等方面提出了更高的要求。 为了内蒙古自治区排球运动水平整体上提高,使排球运动在内蒙古自治区范围内能稳健、快速的向前发展。本文运用管理学、社会学等学科理论知识作为研究课题的理论基础,并采用文献资料法、数理统计法、访谈法、问卷调查法等科研方法,探讨阻碍内蒙古自治区排球一级以上裁判队伍发展的不利因素。该研究对内蒙古自治区排球一级以上裁判员队伍进行了客观的调查,,分析各项调查数据,剖析原因,以期对内蒙古自治区排球运动及排球裁判的发展起到抛砖引玉的作用,并推进少数民族传统体育项目与现代体育项目相互交融、均衡发展。结果显示如下: 内蒙古自治区排球一级以上裁判员级别组成不合理,国家级裁判员数量较少;全区范围内排球裁判发展缓慢,部分城市没有排球一级及以上裁判;排球裁判按民族分布不均,少数民族排球裁判数量少;裁判员年龄结构合理,性别比例不协调。 内蒙古自治区排球一级以上裁判员受教育水平高,职称结构合理;外语知识水平不高,不能运用外语进行流利的会话;继续教育培训学习意识差,无相关再学习培训制度及政策支持。 内蒙古自治区排球一级以上裁判选拨途径单一,对裁判员管理措施不具体、不合理;裁判员的选派和注册方式不合理,裁判员考核方面制度不完善,没有科学的考核标准;裁判之间交流少、缺乏沟通,利用传媒工具对排球裁判的宣传力度不高。 内蒙古自治区排球一级以上裁判队伍建设管理的制度不健全,没有上升到法律层面,监督管理机制薄弱,奖励和处罚不明确。
[Abstract]:A volleyball umpire is a person who, in accordance with the rules of a volleyball match, makes a fair and just judgment on the winning and losing positions of both sides in the course of the match. The volleyball referee is closely related to the volleyball competition. As the organizer and leader of the volleyball competition, the volleyball referee has the level of judgment and personal quality. The ability of knowledge structure and other aspects affects the skill and tactical level of athletes, and also has a great influence on the result of volleyball match. With the development of politics, economy, culture and so on in every country in the world, As one of the three big balls, volleyball is also developing constantly. Volleyball competition is gradually advancing towards the direction of professionalization and commercialization to meet the needs of the society. Therefore, the rules of volleyball competition are also adjusting and changing in time. Higher requirements are put forward for volleyball referees in terms of their professional nature, adaptability and adaptability. In order to improve the level of volleyball in Inner Mongolia Autonomous region as a whole and make volleyball develop steadily and rapidly in Inner Mongolia Autonomous region, this paper applies management science. The theoretical knowledge of sociology and other disciplines is taken as the theoretical basis of the research subject, and scientific research methods such as literature, mathematical statistics, interview, questionnaire survey and so on are adopted. This paper probes into the unfavorable factors hindering the development of the referee team above the first grade of volleyball in Inner Mongolia Autonomous region. This research has carried out an objective investigation on the team of referees above the first grade of volleyball in Inner Mongolia Autonomous region, analyzed the investigation data and analyzed the reasons. In order to play a role in the development of volleyball and volleyball referees in Inner Mongolia Autonomous region, and to promote the integration of traditional sports and modern sports, the results are as follows:. In Inner Mongolia Autonomous region, the composition of referees above the first level is unreasonable, and the number of national referees is relatively small. The development of volleyball referees in the whole region is slow, and some cities do not have volleyball referees at or above the first level. Volleyball referees are unevenly distributed according to the nationalities. The number of minority volleyball referees is small, the age structure of referees is reasonable, and the gender ratio is not coordinated. In Inner Mongolia Autonomous region, the referees above the first grade of volleyball have a high level of education, a reasonable professional title structure, a low level of foreign language knowledge, a lack of fluent conversation in a foreign language, poor awareness of continuing education and training, No related re-learning training system and policy support. In Inner Mongolia Autonomous region, the way of selecting the referee above the first grade is single, the management measures of the referee are not concrete and unreasonable, the way of selecting and registering the referee is unreasonable, the system of the referee's examination is not perfect, and there is no scientific assessment standard. Lack of communication and communication between referees, the use of media tools for volleyball referee propaganda is not high. In Inner Mongolia Autonomous region, the system of construction and management of volleyball team above the first level is not perfect, it has not risen to the level of law, the supervision and management mechanism is weak, and the reward and punishment are not clear.
