刍论我国国家治理体系的优化——基于系统整体观的分析

【摘要】：转型中国的国家治理体系是一个关涉政治、经济、文化、社会等的复杂系统,是由政府、市场、公民社会等多元主体所共同构成的一个整体。实现国家治理体系优化的关键在于合理界定政府、市场、公民社会之间的行为边界。在系统整体论的分析视阈下,政府治理系统、市场治理系统和公民社会治理系统构成国家治理体系这个整体系统的各个子系统。有为政府、有效市场和有机社会分别是三个子系统的理想模式,三个子系统本身的优化以及相互之间的良性互动是实现我国国家治理体系优化这一目标的可行路径。
[Abstract]:The national governance system of China in transition is a complex system involving politics, economy, culture, society, etc. It is made up of the government, the market, and so on. The key to the optimization of the national governance system lies in the rational definition of the boundaries of behavior between the government, the market and the civil society. The market governance system and the civil society governance system constitute each subsystem of the overall national governance system. There are three ideal models for the government, the efficient market and the organic society. The optimization of the three subsystems and the positive interaction between them are the feasible ways to realize the goal of optimizing the national governance system in China.
