新时期推进城乡一体化的理论基点与实践探索研究

【摘要】：城乡关系的尖锐对立在工业革命之后的资本主义国家已初现端倪,马克思与恩格斯敏锐地观察到在资本主义制度下根本无法彻底解决该问题。他们提出了在未来的共产主义社会中解决该问题的城乡融合理论。在社会主义国家的实践中,苏联首先践行了马克思的城乡融合理论,列宁与斯大林总结出只有通过城乡融合才能确保农民的根本利益,才能使工农联盟更加巩固。他们结合俄国的实际,开展了消灭城乡对立、逐步使城乡政治经济文化水平日益接近的实践。新中国建立之初,由于国际形势与基本国情的限制,党和国家领导人制定了优先发展重工业的计划,但他们始终关注农业与农村的发展。改革开放以后,解决“三农”问题成为邓小平、江泽民、胡锦涛和习近平等国家领导人关注的重心,他们将马克思主义的城乡融合理论与中国的实践相结合,开辟出了一条中国特色的城乡一体化道路。本文共分为六章,第一章着重介绍了本文的选题背景、研究意义以及国内外的研究现状。第二章对马克思主义的城乡关系思想进行了探讨。本章通过对马恩经典著作的阅读,梳理出马克思、恩格斯关于城乡理论的论述,并进一步研究了苏联及我国历代领导人对于马克思城乡理论的实践与发展。第三章是回顾了新时期我国城乡一体化发展的历程,并对城乡一体化各个时期发展情况做了梳理。第四章是新时期我国城乡一体化发展过程中的成功实践,本章主要列举了我国城乡一体化四种典型的发展模式,这对其它地区推进城乡一体化也有很好的借鉴。第五章为城乡一体化发展中所出现的问题,主要有城乡各个方面的差距在不断拉大,生态环境也遭到了极大的破坏,这些问题阻碍了我国城乡一体化的进一步发展。第六章为进一步推进我国城乡一体化发展的主要举措,本章主要是结合第五章所指出的一些问题,提出了通过完善制度体系建设、加快城乡经济一体化的发展,大力推进城乡生态一体化等措施,为进一步推进城乡一体化提出了参考建议。
[Abstract]:The sharp antagonism between urban and rural relations appeared in the capitalist countries after the Industrial Revolution. Marx and Engels observed acutely that the problem could not be solved thoroughly under the capitalist system. They put forward the theory of urban and rural integration to solve the problem in the future communist society. In the practice of socialist countries, the Soviet Union first practiced Marx's theory of urban-rural integration. Lenin and Stalin concluded that only through the integration of urban and rural areas can the fundamental interests of farmers be ensured, and the alliance of workers and peasants be more consolidated. In combination with the reality of Russia, they carried out the practice of eliminating the antagonism between urban and rural areas and gradually making the political, economic and cultural level of urban and rural areas closer and closer. At the beginning of the founding of the people's Republic of China, due to the limitation of the international situation and the basic national conditions, the leaders of the Party and the state made a plan to give priority to the development of heavy industry, but they always paid attention to the development of agriculture and rural areas. After the reform and opening up, solving the "three rural" problems has become the focus of attention of the leaders of Deng Xiaoping, Jiang Zemin, Hu Jintao and Xi Jinping. They combine the Marxist theory of urban-rural integration with the practice of China. Opened up a road of integration of urban and rural areas with Chinese characteristics. This paper is divided into six chapters. The first chapter focuses on the background, significance and research status. The second chapter discusses the Marxist thought of urban-rural relationship. This chapter combs out Marx and Engels' exposition on the theory of urban and rural areas by reading the classical works of Marne, and further studies the practice and development of Marx's urban-rural theory by the leaders of the Soviet Union and our country. The third chapter reviews the development of China's urban-rural integration in the new period, and combs the development of each period of urban-rural integration. The fourth chapter is the successful practice in the development of urban-rural integration in the new period. This chapter mainly lists four typical development models of urban-rural integration in China, which is also a good reference for other regions to promote urban-rural integration. The fifth chapter is the problems in the development of urban-rural integration, mainly the gap between urban and rural areas is widening, ecological environment has been greatly damaged, these problems hinder the further development of urban-rural integration in China. Chapter VI is the main measures to further promote the development of urban-rural integration in China. This chapter mainly combines some problems pointed out in chapter five, and puts forward to speed up the development of urban-rural economic integration by perfecting the system construction. To promote the ecological integration of urban and rural areas and other measures, to further promote urban and rural integration put forward reference suggestions.
