司马台35kV输变电工程项目风险管理研究

【摘要】:电力行业作为我国国民经济的支柱性产业之一,担负着我国国民经济发展和保障人民正常生活用电的艰巨任务。随着我国经济体系的不断完善,工程项目的招标、投标、风险投资机制、责任制的逐步推广,项目风险管理的实施显得尤为重要。电力工程项目投资额高、周期长、对专业技术要求高、配套设施设备多、结构复杂、对质量要求高,在任何一个环节上均不容许有任何的闪失,在自然环境、社会、政治、经济、技术等众多不确定性因素的影响之下,电力工程项目的风险管理显得尤为重要。 通过风险管理可对项目现有的以及潜在的风险进行挖掘、辨识、评估,并根据具体情况采取相应的措施进行防范处理,从而减少意外损失或使风险为我所用。本研究立足于电力工程项目风险管理的角度,以司马台35kV输变电工程为例进行实证研究,根据供电公司的实际情况选取科学的风险管理研究方法,运用工程项目风险管理理论,在借鉴国内外风险管理经验的基础上,对司马台35kV输变电工程项目风险管理现状进行分析,制定项目风险管理措施。 本文基于司马台35kV输变电工程的实际情况,应用项目风险管理的分析方法,将电力工程项目的特殊性融入其中,结合该地区的具体情况与特定环境,主要包括司马台35kV输变电的建设规模、系统方案、站址选择、工程规划、系统通信工程规划、投资估算。从项目工程建设不同阶段的风险表现形式对风险进行分类,并对司马台35kV输变电工程项目的风险进行识别、评估,基于项目管理者对不同风险持有的风险偏好,建立风险度量函数模型并对风险值进行计算,将风险值由大到小进行排序,根据计算出来的重要风险,制定切实可行的风险控制措施,为完善司马台35kV输变电工程的风险管理提供参考。
[Abstract]:As one of the pillar industries of our national economy, the electric power industry shoulders the arduous task of the development of our national economy and the guarantee of people's normal life. With the continuous improvement of our country's economic system, bidding, venture capital mechanism and responsibility system, the implementation of project risk management becomes more and more important. Power engineering projects have a high investment, a long period, a high demand for professional technology, a large number of supporting facilities and equipment, complex structures, and high requirements for quality. There is no room for any mistakes in any link, in the natural environment, in society, in politics, Under the influence of many uncertain factors, such as economy and technology, the risk management of electric power engineering project is particularly important. Through risk management, the existing and potential risks of the project can be excavated, identified, evaluated, and corresponding measures can be taken according to the specific situation to prevent and deal with them, so as to reduce the unexpected losses or make the risks available to us. This study is based on the perspective of power project risk management, taking Simatai 35kV power transmission and transformation project as an example, selecting scientific risk management research method according to the actual situation of power supply company, and applying project risk management theory. Based on the experience of risk management at home and abroad, this paper analyzes the present situation of risk management in Simatai 35kV power transmission and transformation project, and formulates project risk management measures. Based on the actual situation of Simatai 35kV power transmission and transformation project, this paper applies the analysis method of project risk management, integrates the particularity of power engineering project into it, and combines the specific situation and specific environment of this area. It mainly includes construction scale, system scheme, site selection, project planning, system communication engineering planning and investment estimation of Simatai 35kV power transmission and transformation. This paper classifies the risk from different stages of project construction, and identifies and evaluates the risk of Simatai 35kV transmission and transformation project, based on the risk preference of project managers for different risks. The risk measurement function model is established and the risk value is calculated. The risk value is sorted from large to small. According to the calculated important risk, the feasible risk control measures are worked out. To perfect Simatai 35kV transmission and transformation project risk management to provide a reference.
