国内外形势变化与中国对外开放战略调整

【摘要】：自新中国成立到1978年,从发展经济学角度看,中国走了一条进口替代内向的工业化道路。自改革开放到2011年,推行经济对外开放,是出口导向的工业化发展模式在中国的成功。2012年以来,中国的对外经济开放战略进行了重点内容的组合——从出口导向推进转向出口升级替代,科学地组织经济部门、产业结构、产业组织、国外和国内产业间的分工与协调推进,对外经济开放方式和体制进行格局性转型,等等。这些都是中国构筑全球政治经济位势、保证国家重要资源安全、形成主动型地缘政治经济国际关系的重大战略内容。
[Abstract]:From the founding of New China to 1978, from the point of view of development economics, China took a path of importing instead of introverted industrialization. Since the reform and opening up to the outside world in 2011, the promotion of economic opening to the outside world has been the success of the export-oriented industrialization development model in China. China's foreign economic opening strategy has carried out a combination of key contents-from export-oriented promotion to export upgrading substitution, scientifically organizing economic sectors, industrial structure, industrial organization, division of labor and coordination between foreign and domestic industries. The mode and system of opening up to the outside world are undergoing structural transformation, and so on. These are the important strategic contents for China to construct the global political and economic potential, to ensure the security of important national resources and to form an active geopolitical and economic international relationship.
