非洲反建制主义的勃兴——对当前非洲政治变迁的另一种解读

【摘要】:反建制主义已经成为当前国际上最为流行的一种政治现象。非洲国家也存在各种类型的反建制主义行为,这其中包括横扫突尼斯、埃及和利比亚等国所谓的"阿拉伯之春"运动,布隆迪、卢旺达和刚果(布)等国领导人的"第三任期"问题,津巴布韦的土地改革和本土化政策,以及南非的排外行为等。其中,"阿拉伯之春"从本质上而言是一场有破无立的群众运动;"第三任期"是针对自由民主这种来自西方的民主建制所采取的反建制主义行为;土地改革和本土化政策是穆加贝政府为了谋求继续执政而采取的激进主义措施,具有政治动员、反政治正确和反全球化的特征;南非的排外行为以来自非洲其他国家的移民为目标,凸显了认同政治的勃兴及其给非洲地区一体化所带来的负面效应。反建制主义的勃兴表明非洲国家目前仍处于政治转型期,是它们在政治、经济与社会发展中谋求符合自身国情的模式与道路的尝试。
[Abstract]:Anti-institutionalism has become the most popular political phenomenon in the world. There are also various types of anti-institutionalism in African countries, including the so-called "Arab Spring" campaign across Tunisia, Egypt and Libya, Burundi, The "third term" of leaders in Rwanda and Congo, Zimbabwe's policy of land reform and localization, and South Africa's xenophobia. Among them, "Arab Spring" is essentially a mass movement with no standing, "the third term of office" is an anti-establishment action against liberal democracy, a democratic system from the West. The policy of land reform and localization is a radical measure taken by Mugabe government in order to continue to be in power, which has the characteristics of political mobilization, anti-political correctness and anti-globalization. South Africa's xenophobia targets migrants from other African countries, highlighting the rise of identity politics and its negative effects on African regional integration. The rise of anti-institutionalism indicates that African countries are still in the period of political transformation, which is an attempt to seek a pattern and road suitable to their own national conditions in political, economic and social development.
