厦门城市文化建设对策研究

【摘要】：文化是与特定时代相联系的特定民族的思维方式、价值观念、理想人格以及审美情趣的统一体，是民族的灵魂。当代马克思主义文化观是马克思主义中国化的成果，，在理论渊源上与马克思、恩格斯、列宁和毛泽东的文化思想是一脉相承的。城市是人类聚居的高级场所，是政治、经济、社会和文化空间的复合体。随着我国城镇化水平的不断提高，农村人口向城市的大规模流动迁徙，城市日渐成为人口的主要聚集地和人们赖以生存的家园。城市文化也随之成为社会主义文化构成的一部分，现代经济发展、城市综合竞争力提升、全面落实科学发展观，都需要加快城市文化建设的步伐。改革开放三十多年来，厦门经济特区各项建设均稳步发展，在城市文化建设方面，公共文化服务、新兴文化产业发展、文化产业与高新科技结合、文化产业管理创新等方面均取得较好成绩，位居全国前列。然而也面临许多诸如区域发展不平衡、城市文化特色不鲜明主题不清晰、社区公共文化设施建设落后、文化产业核心竞争力不足等问题。面对城市文化建设中层出不穷的问题，应该把握基本要求，以社会主义核心价值观为方向，以保障文化民生、促进文化公平为宗旨，现代城市文明与闽南文化相结合，以政府主导、市民广泛参与为主体，以改革创新开放交往为动力，在以下八个方面探索厦门城市文化建设的对策：第一，加强社会主义核心价值体系建设；第二，统筹城乡发展、多渠道引资，加快岛内外文化一体化进程；第三，全面提升市民综合素质；第四，搭建各种文化活动平台，鼓励市民广泛参与，丰富市民文化生活；第五，科学规划、准确定位、打造城市文化主题，增强城市文化整体实力和竞争力；第六，转变政府职能，继续深化文化体制改革；第七，建立健全现代文化市场体系；第八，整合城市文化资源，构建现代公共文化服务体系。
[Abstract]:Culture is the unity of thinking mode, value concept, ideal personality and aesthetic taste of a particular nation, which is the soul of a nation. The contemporary Marxist cultural view is the result of the Sinicization of Marxism, which is inherited from the cultural thoughts of Marx, Engels, Lenin and Mao Zedong. Cities are high places where human beings live. They are a complex of political, economic, social and cultural spaces. With the development of urbanization and the large-scale migration from rural population to city, the city is becoming the main gathering place of population and the home on which people depend for survival. Urban culture has also become a part of socialist culture. The development of modern economy, the promotion of urban comprehensive competitiveness and the overall implementation of the scientific concept of development all need to speed up the pace of urban cultural construction. Over the past 30 years of reform and opening up, the construction of Xiamen Special Economic Zone has developed steadily. In terms of urban cultural construction, public cultural services, the development of emerging cultural industries, and the combination of cultural industries with high and new technologies, Cultural industry management innovation and other aspects have achieved better results, ranked the forefront of the country. However, there are many problems such as unbalanced regional development, unclear theme of urban cultural characteristics, backward construction of community public cultural facilities, insufficient core competitiveness of cultural industry, and so on. In the face of the endlessly emerging problems in the construction of urban culture, we should grasp the basic requirements, take the socialist core values as the direction, safeguard the people's livelihood of culture and promote cultural equity, and combine modern urban civilization with Minnan culture. Taking the government as the main body and the citizens' extensive participation as the main body, and taking the reform, innovation and open communication as the motive force, this paper explores the countermeasures for Xiamen's urban cultural construction in the following eight aspects: first, strengthening the construction of the socialist core value system; second, Coordinate urban and rural development, attract investment through various channels, speed up the process of cultural integration inside and outside the island; third, comprehensively improve the comprehensive quality of citizens; fourth, set up platforms of various cultural activities to encourage people to participate extensively and enrich their cultural lives; fifth, Scientific planning, accurate positioning, creating the theme of urban culture, enhancing the overall strength and competitiveness of urban culture; sixth, transforming government functions and continuing to deepen the reform of the cultural system; seventh, establishing and improving the modern cultural market system; and eighth, Integrating urban cultural resources and constructing modern public cultural service system.
