【摘要】：中国是一个有着悠久农业文明历史的传统社会，农村的发展和兴衰历来都与国家的稳定和兴旺紧密相联。三十年沧桑巨变，村民自治的发展成就显赫，对于农村政治、经济和社会发展发挥了重要作用。然而，村民自治在发展中也出现了一系列问题，引起了很多争议，严重制约了其自身的深入发展和社会主义基层民主建设。因此如何解决问题、推动村民自治持续深入发展，不仅成为农村基层工作中急需研究和解决的重大课题，而且是社会主义建设的核心问题。本论文通过对浙江省安吉县村民自治发展现状调研，通过数据分析其村民自治的发展情况，，在此基础上提出一些我国村民自治健康发展的对策。本论文分为五个部分。第一部分主要阐述了研究的背景和意义、理论基础和国内外对村民自治研究的状况。第二部分详解了村民自治基本理论，厘清村民自治的基本概念、组织结构和主要内容。第三部分分析了我国村民自治的历史沿革和现状，主要分析我国村民自治的四个发展阶段，取得的主要成就及面临的问题。第四部分对浙江省安吉县村民自治发展情况进行调研分析，主要研究了安吉县情、安吉县村民自治发展概况、调研情况介绍、并对调研数据做了详细的分析。第五部分是提出我国村民自治健康发展的对策及建议，从发展农村经济、建设农村政治文化、理顺两个关系、完善村务公开制度和培养后备干部队伍等五个方面提出对策及建议。
[Abstract]:China is a traditional society with a long history of agricultural civilization. The development, rise and fall of rural areas have always been closely related to the stability and prosperity of the country. The vicissitudes of vicissitudes and the remarkable achievements in the development of villager autonomy have played an important role in the development of rural politics, economy and society. However, a series of problems have appeared in the development of villagers' autonomy, which has caused many disputes and seriously restricted their own in-depth development and the construction of socialist grass-roots democracy. Therefore, how to solve the problem and promote the sustainable development of villagers' autonomy is not only an important task that needs to be studied and solved in the rural grassroots work, but also the core problem of socialist construction. Based on the investigation of the present situation of villagers' autonomy in Anji County of Zhejiang Province and the analysis of the development of villagers' autonomy through data, this paper puts forward some countermeasures for the healthy development of villagers' autonomy in our country. This paper is divided into five parts. The first part describes the background and significance of the study, the theoretical basis and the status of research on villagers' autonomy at home and abroad. The second part explains the basic theory of villager autonomy, clarifies the basic concept, organization structure and main content of villager autonomy. The third part analyzes the history and present situation of villagers' autonomy in our country, mainly analyzes the four stages of development, the main achievements and the problems faced by the villagers' autonomy. The fourth part investigates and analyzes the development of villagers' autonomy in Anji County, Zhejiang Province, mainly studies the situation of Anji County, the general situation of the development of villagers' autonomy in Anji County, and introduces the investigation situation, and makes a detailed analysis of the survey data. The fifth part is to put forward the countermeasures and suggestions for the healthy development of villager autonomy in China, from the development of rural economy, the construction of rural political culture, straighten out the two relations. The countermeasures and suggestions are put forward in five aspects: perfecting the open system of village affairs and cultivating the contingent of reserve cadres.
