新时期城镇化进程中农民收入增长机制研究

【摘要】：目前，中国正处于社会政治、经济、文化的关键转型时期。中国经济社会的转型伴随着中国全面建设小康社会的过程。而在全面建设小康社会的过程中，作为发展的短板，农村地区小康社会的建设被摆在了突出的位置。建国以来，我国形成的城乡二元格局，导致了城乡发展的不平衡。改革开放以来，城乡差距不但没有随着经济社会的发展缩小，反而越拉越大。解决不好农村地区的小康社会建设与“三农”问题，实现全面建设小康社会的历史任务便无从谈起。分析三农问题的内部关系，我们不难发现农民问题处于三者关系中的核心地位，而农民收入问题又是解决农民问题的关键所在。同时，纵观整个经济社会的发展，农民收入的增加对于带动内需，促进经济增长也有着重要的作用。对于如何提高农民收入学界也做了大量的研究。怎样破除发展瓶颈、有效地促进农民收入的持续增长，日益成为学界关注和研究的热点问题。中央经济工作会议指出，城镇化建设是实现我国现代化的与民族伟大复兴的阶段性任务，也是进一步拉动内需、刺激国人消费的最强动力所在。为此，要积极引导城镇化健康发展。综上所述，选取新型城镇化背景下农民增收机制构建这一问题作为硕士论文的选题。文章首先分析了农民收入现状和制约农民收入增加的因素，，力图找到农民收入瓶颈所在。其次，立足新型城镇化背景，对城镇化的特点进行了分析，以期对城镇化的特点进行充分了解。之后，分析了新型城镇化与农民增收的关系，得出的结论是城镇化对农民增收具有促进作用。再次，明确了农民增收机制构建的思路与原则，使机制的构建更具方向性和可行性。最后，在上述分析的基础上，从制度改革、产业联动、政策扶持三个方面构建出农民增收的长效机制
[Abstract]:At present, China is in a critical period of social, political, economic and cultural transformation. The transformation of China's economy and society is accompanied by the process of building a well-off society in an all-round way. In the process of building a well-off society in an all-round way, as a short board of development, the construction of a well-off society in rural areas has been placed in a prominent position. Since the founding of the people's Republic of China, the dual pattern of urban and rural development in China has led to the imbalance of urban and rural development. Since the reform and opening up, the gap between urban and rural areas has not narrowed with the economic and social development, but widened. It is impossible to solve the problems of building a well-off society and "agriculture, countryside and farmers" in rural areas and realize the historical task of building a well-off society in an all-round way. It is not difficult to find that the peasant problem is in the core position of the three relations, and the peasant income problem is the key to solve the peasant problem. At the same time, throughout the economic and social development, the increase of farmers' income plays an important role in driving domestic demand and promoting economic growth. A lot of research has been done on how to improve farmers' income. How to break the bottleneck of development and effectively promote the sustainable growth of farmers' income has increasingly become a hot issue of academic attention and research. The Central Economic work Conference pointed out that urbanization is the stage task of realizing the modernization of our country and the great rejuvenation of the nation, and it is also the strongest motive force for further stimulating domestic demand and stimulating Chinese consumption. To this end, we should actively guide the healthy development of urbanization. To sum up, this issue is selected as the topic of master thesis under the background of new urbanization. This paper first analyzes the present situation of farmers' income and the factors restricting the increase of peasants' income, and tries to find out the bottleneck of farmers' income. Secondly, based on the background of new urbanization, the characteristics of urbanization are analyzed in order to fully understand the characteristics of urbanization. Then, the paper analyzes the relationship between new urbanization and farmers' income, and draws the conclusion that urbanization can promote farmers' income. Thirdly, the author clarifies the ideas and principles of constructing the mechanism of increasing farmers' income, and makes the construction of the mechanism more directional and feasible. Finally, on the basis of the above analysis, the long-term mechanism of increasing farmers' income is constructed from three aspects: system reform, industrial linkage and policy support.
