岳西县“美丽乡村”建设研究

【摘要】：作为一个农业大国,党和政府始终坚持把农村问题放在首位。中共在十六届五中全会上提出了建设社会主义新农村的任务目标,自此以后,我国的农村建设事业进入飞速发展阶段。随着建设进程的不断推进,中共十八大又提出了“美丽中国”的概念,使社会主义建设总布局从“四位一体”转变为包括政治、经济、文化、社会和生态文明在内的“五位一体”新格局,体现了人们对于美好生活的向往和追求。2012年安徽省委省政府与时俱进,打响了建设“美好乡村”的口号,并向下颁发了《安徽省美好乡村建设规划(2012-2020)》。到2013年,建设“美丽中国”的号召出现在当年的中央“一号文件”上,该文件进一步明确了我国农村建设的原则、内容及方向。2016年1月,在安徽省美丽乡村建设推进会上,为与“美丽中国”建设保持一致,将原“美好乡村建设”更名为“美丽乡村建设”。“美丽乡村”这一理念的提出既是对人民追求美好生活的回应,同时也体现出国家政策的新导向。在我国农村的稳定发展永远是事关国家建设全局的大事件,我国的农村建设应坚持以人为本的基本原则,动员全社会力量共同参与。现今,“美丽乡村”建设仍处于前期的摸索阶段,其模式和架构还不成熟,不同的地域都有其自身的特色,不能实施一刀切的办法。在统筹城乡一体化的时代背景下,如何建设“美丽乡村”,构筑宜居宜业的美好生活,提升农村群众的幸福指数显得尤为重要。2012年以来,在省委、省政府的高度重视下,各市县和乡镇村的密切联动配合下,美丽乡村建设工作已取得了阶段性成效。由于各地实际情况的不同,地方政府在当地建设中所采取的措施有所差异,各地的建设进度和建设水平参差不齐。作为安徽省“美丽乡村”建设示范县,岳西县在这几年的乡村建设中积累了大量的成功经验,同样的也不可避免地出现了一些问题。本文选取岳西县为调查对象,希望通过对岳西县美丽乡村建设现状的剖析揭示出安徽省美丽乡村建设中取得的成绩以及出现的问题,从而为岳西县和安徽省内其他地方日后的乡村建设工作提供借鉴。全文共包括五大部分。首先,笔者阐述了此论文研究的背景和意义,概述了全篇的基本框架以及研究方法,并指出文章的创新点和不足之处。其次,从理论层面论述了“美丽乡村”建设的相关概念和依据,并系统介绍了国内外有关乡村建设的研究现状。再次,详述了岳西县“美丽乡村”建设的现状,主要包括已经取得的成绩,并以三个典型案例村作为说明。接着,笔者通过实地调研分析归纳出该县近几年在“美丽乡村”建设过程中面临的一些困难和问题。最后,结合当地县情提出了几点有针对性的应对措施。
[Abstract]:As an agricultural country, the Party and the government always insist on rural issues in the first place. At the Fifth Plenary session of the 16th CPC Central Committee, the Communist Party of China put forward the task goal of building a new socialist countryside. Since then, the cause of rural construction in China has entered a stage of rapid development. With the continuous development of the construction process, the 18th CPC National Congress put forward the concept of "beautiful China", which changed the overall layout of socialist construction from "four in one" to include politics, economy and culture. The new pattern of "five in one", including social and ecological civilization, embodies people's yearning for and pursuit of a better life. In 2012, the provincial government of Anhui Province kept pace with the times and started the slogan of building a "beautiful village". And issued the "Anhui Province beautiful rural construction plan (2012-2020)". By 2013, the call to build a "beautiful China" appeared in the first document of the Central Committee, which further clarified the principles, contents and direction of rural construction in China. In January 2016, at a conference on promoting the construction of beautiful villages in Anhui Province, In order to keep consistent with the construction of "beautiful China", the original "beautiful rural construction" was renamed "beautiful rural construction". The concept of "beautiful village" is not only a response to people's pursuit of a better life, but also a new direction of national policy. The stable development of rural areas in our country is always a big event concerning the overall situation of national construction. The rural construction of our country should adhere to the basic principle of people-oriented and mobilize the whole social forces to participate together. At present, the construction of "beautiful village" is still in the early stage of exploration, its model and structure is not mature, different regions have their own characteristics, can not implement a one-size-fits-all approach. Under the background of the integration of urban and rural areas, how to build a "beautiful village", build a good life suitable for living and industry, and promote the happiness index of rural people is particularly important. Since 2012, the provincial party committee and the provincial government have attached great importance to it. With the close cooperation of cities, counties and villages, the construction of beautiful villages has achieved periodic results. Because of the different actual conditions, the measures taken by the local government in the local construction are different, and the construction progress and construction level are not uniform. As a demonstration county of "beautiful village" construction in Anhui Province, Yuexi County has accumulated a great deal of successful experience in rural construction in recent years. This paper selects Yuexi County as the investigation object, hoping to reveal the achievements and problems in the construction of beautiful villages in Anhui Province through the analysis of the present situation of the construction of beautiful villages in Yuexi County. So as to Yuexi County and other places in Anhui Province in the future rural construction work to provide reference. The thesis consists of five parts. First of all, the author expounds the background and significance of this paper, summarizes the basic framework and research methods of the whole paper, and points out the innovative points and shortcomings of the paper. Secondly, it discusses the concept and basis of the construction of "beautiful village" from the theoretical level, and systematically introduces the research status quo of rural construction at home and abroad. Thirdly, the present situation of the construction of "beautiful village" in Yuexi County is described in detail, including the achievements that have been made, and three typical cases. Then, through field investigation and analysis, the author concludes some difficulties and problems that the county faces in the construction of "beautiful countryside" in recent years. Finally, combined with the local county situation put forward several targeted measures.
