我国电子村务发展策略研究

【摘要】：有人把进入21世纪的第一年称作信息时代元年,经历十五年突飞猛进的发展,以数字化、网络化为特点的信息化遍布全球,信息技术已经广泛应用到政治、经济、文化、生态等社会生活的各个领域。我国作为农业大国,农业信息化进程日新月异,与此同时,电子村务在农业信息化发展的过程中应运而生,为解决“三农”问题起到了一定的推动作用。电子村务是以网络信息技术为依托,以农民需求为核心,将农村政务管理、经济发展以及公共服务三者有机结合从而形成的电子信息交流平台。电子村务是实现农业信息化的重要手段。目前,电子村务的发展还处于初级阶段,各方面运行还不成熟,许多问题亟待解决。本文在已有研究的基础之上,坚持实事求是的原则,采用定性与定量结合、案例分析、比较分析等科学的分析方法对国内外电子村务发展现状作出分析,依据我国具体国情,提出相应的发展策略。文章主要包括以下五个内容：第一章绪论,介绍了本文的选题背景与研究意义,对国内外研究现状做出综合分析,并说明本文的研究方法、思路、研究内容和创新点；第二章是有关电子村务的概述,在论述电子村务发展演变的基础上,进一步界定了电子村务的内涵,阐述了电子村务的建设原则和发展模式；第三章结合实际情况从政务管理信息化和农产品电子商务两个方面分析了福建省南安市兰田村电子村务建设的案例,并总结出发展的成功经验；第四章从制度建设、经济建设、人文建设以及平台建设四个层面阐述我国电子村务发展的局限性；第五章承接上一章内容分别从政策、资金、文化、社会这四个角度出发,加强政府宏观调控、资金投入管理、人才队伍建设、信息服务建设,提出我国电子村务的发展策略。
[Abstract]:Some people call the first year of the 21st century the first year of the information age. After 15 years of rapid development, information technology characterized by digitization and networking has spread all over the world. Information technology has been widely used in politics, economy, and culture. Ecology and other fields of social life. As a big agricultural country, the process of agricultural informatization is changing with each passing day in China. At the same time, E-village affairs emerge as the times require in the course of agricultural informatization development, which has played a certain role in promoting the solution of the "three rural" problems. E-village affairs is an electronic information exchange platform which is based on network information technology and takes farmers' demand as the core. It organically combines rural government administration, economic development and public service. E-village affairs is an important means to realize agricultural informatization. At present, the development of e-village affairs is still in the primary stage, all aspects of the operation is not mature, many problems need to be solved. On the basis of existing research, this paper insists on the principle of seeking truth from facts, and uses scientific analysis methods, such as qualitative and quantitative analysis, case analysis and comparative analysis, to analyze the present situation of electronic village affairs at home and abroad, according to the specific conditions of our country. Put forward the corresponding development strategy. The paper mainly includes the following five contents: the first chapter introduces the background and significance of this paper, makes a comprehensive analysis of the current research situation at home and abroad, and explains the research methods, ideas, research content and innovation; The second chapter is an overview of the electronic village affairs. On the basis of discussing the evolution of the electronic village affairs, it further defines the connotation of the electronic village affairs, and expounds the construction principles and development models of the electronic village affairs. The third chapter analyzes the case of E-village construction in Lantian Village of Nanan City in Fujian Province from the two aspects of information of government administration and e-commerce of agricultural products, and sums up the successful experience of development. The fourth chapter expounds the limitations of the development of electronic village affairs in China from four aspects: system construction, economic construction, humanistic construction and platform construction. The fifth chapter carries on the previous chapter from the policy, the fund, the culture, the society these four angles, strengthens the government macroscopic control, the fund investment management, the talented person troop construction, the information service construction, proposed our country electronic village affairs development strategy.
