低碳经济视角下广东省产业转型研究

【摘要】：与能源供应危机,环境严重污染等问题一样,气候变暖已经成为全球广泛关注的问题,全世界各国都在积极努力的应对气候变暖及带来的挑战。在这种大背景下,低碳经济应运而生,现已成为一种流行的理念,成为指引各国产业转型的方向和标准,也约束了人类活动,低碳经济的到来将会迎来一场新的产业革命,带来巨大的市场机遇。与此同时,三十多年来领跑中国经济的广东省正面临巨大危机。其一,广东省以简单加工生产制造业为主体的产业结构,不符合第一、二和三产业协同发展的产业结构要求,广东产业发展存在硬伤。其二,模仿国外早期的“两头在外,中间加工”的经济发展模式使得广东在长时间里沦为制造“车间”,生产主要靠大量购买原材料和雇佣廉价劳动力,缺乏足够的科学技术水平和自主创新能力,对商品的定价完全没有决定权,处于商品生产销售利益链条的最低端。其三,广东省经济的发展主要依赖于投资和出口,对国外市场依赖度大,而对国内市场重视不足,没有意识到国内广大居民的消费需求对企业长远发展的重要性。广东是全国经济发展的重点区域,过去采取“高能耗、低效率”的粗放经济增长方式,已不能为继,低碳经济是广东经济发展的重要方向。在发达国家积极向低碳转型的背景下,广东省面临巨大的转型压力,但同时低碳经济也给正处于转折时期的广东带来了机遇,如何能够抓住这次机遇实现产业向低碳转型成为广东省亟待解决的问题。因此,研究低碳经济视角下广东产业转型具有重大意义。本文在分析低碳经济的国际形势和广东经济现状的基础上,依据低碳经济理论,资源环境经济理论,产业转型理论和可持续发展理论等经济理论,提出以广东产业转型为契机,建立有中国特色的低碳经济发展模式。全文一共分为六章,具体内容和框架如下：第一部分是引言，介绍了论文选题的背景和意义、国内外文献综述、论文的基本内容以及创新之处。第二部分是对基本的经济理论和概念进行阐述,其中理论主要包括低碳经济理论,产业转型理论,资源环境理论和可持续发展理论等等。第三部分是广’东省产业转型概况及转型的必要性分析。本部分分析了广东省产业转型概况和在低碳经济的背景下,广东省产业转型的必要性。第四部分是低碳经济视角下广东省产业转型的制约因素。本部分从技术、资金、能源结构、成本和体制这五个方面分析了广东省产业转型的制约因素。第五部分介绍了国外低碳经济转型的成功经验。本部分综合分析了德、日、美三国低碳转型的主要经验,在借鉴国外低碳转型成功经验的基础上,探索一条适合广东省经济发展的低碳转型之路。第六部分是低碳经济视角下广东省产业转型的政策建议。本部分提出的建议主要包括创建广东省低碳技术的支撑体系,构建广东省低碳转型的金融服务体系和财税支撑体系,设计符合广东省产业低碳转型的制度体系和构建广东省低碳转型的能源体系等。
[Abstract]:With the energy supply crisis, as serious environmental pollution, global warming has become a global concern, countries all over the world in response to climate warming and the positive efforts of the challenges. In this background, low-carbon economy has emerged and has become a popular concept, become the direction and standard guidelines for transition countries the industry, but also by the human activities, the arrival of low carbon economy will usher in a new industrial revolution, bring a huge market opportunity.
At the same time, more than thirty years of Guangdong province to lead the China economy is facing a huge crisis. On the one hand, the industrial structure of Guangdong province with simple processing and manufacturing industry as the main body, does not meet the requirements of the industrial structure and the coordinated development of first, second of the three industry, the development of Guangdong industrial injury are hard. Second, imitate foreign early "two outside, intermediate processing" model of economic development in Guangdong has become a long time manufacturing workshop, production mainly by buying large quantities of raw materials and cheap labor employment, lack of scientific and technological level and the ability of independent innovation, the commodity pricing completely does not decide, in the most low-end goods production and sales of the chain of interests. In the developed countries to actively transition to low carbon economy background, Guangdong province is facing tremendous pressure transition, but also to the low carbon economy is in a transition period of Guangdong has brought opportunities, how to seize this opportunity to achieve the transition to a low carbon industry of Guangdong province has become the urgent problem. Therefore, the transformation of low carbon economy from the perspective of Guangdong industry is of great significance.
Based on the analysis of low carbon economy in the international situation and the economic situation in Guangdong Province on the basis of the theory of low carbon economy, resources and environment and economy theory, the theory of industrial transformation and sustainable development theory and economic theory, put forward by Guangdong industrial restructuring as an opportunity to establish a model of development Chinese characteristics of low carbon economy.

This part analyzes the main experiences of low carbon transformation in Germany, Japan and the United States. Based on the successful experience of low carbon transformation abroad, it explores a way of low carbon transformation suitable for Guangdong's economic development.
The sixth part is the policy recommendations of Guangdong Province industrial transformation under the perspective of low carbon economy. This part puts forward the proposals include establishing a supporting system of low carbon technology in Guangdong Province, Guangdong Province, the construction of low carbon transformation in the financial services system and financial support system, designed to meet the system of Guangdong Province industrial low carbon transformation and construction of Guangdong Province carbon transformation energy system.
