山西省资源型经济转型的金融支持体系研究

【摘要】：2010年12月13日,经国务院批准,国家发展与改革委员会正式批复设立山西省国家资源型经济转型综合配套改革试验区。“综改区”获批,为实现山西资源型经济转型发展提供了全新的机遇和政策空间。但从实际运行来看,传统金融支持体系却在很多方面表现出“不适应性”,成为进一步拓展发展空间的“桎梏”。山西要想利用好国家赋予“综改区”先行先试的政策优惠,必须敢于探索金融支持体系改革的模式,全面推进金融深化,同时借鉴其他资源型经济转型地区进行金融支持体系改革的成功经验,为山西资源型经济转型提供金融动力。本文首先收集了长期以来山西省的产业结构和金融发展的相关数据,发现山西省的产业结构中第二产业占的比重很大,第二产业中也是以资源开采为主,山西省进行资源型经济转型必须调整产业结构,通过产业结构升级完成经济转型。众所周知,金融对产业结构升级有巨大的推动作用,本文认为山西省现有的金融支持体系是依附在资源型经济结构当中的,在金融资源分配和金融产品的提供方面不能够对经济转型提供强有力的支持。因此,不能发挥出金融在产业结构调整中的促进作用,必须要进行金融支持体系改革来促进经济转型。针对这一问题,山西省在“综改区”的改革当中把金融支持体系改革当作一个重点来抓,进行了相关领域的改革。本文对改革的进展和成效进行了分析,发现山西省在对资源型经济转型进行金融支持体系改革还存在很多问题,比如金融管理体制有待优化,金融发展战略不够明确,金融资源流失较严重,银行机构发展滞后等等,在对这些问题进行了归纳的基础上提出了全面优化金融生态环境、打造金融中心和示范区、提升资本市场的功能作用、建立民间资本服务经济的长效机制等方面金融支持体系改革建议,助推山西省经济转型。

But from the practical point of view, but in the traditional financial support system many show "adaptability", as to further expand the development space of "shackles". Shanxi wants to make good use of the state gives the "comprehensive reform pilot area" preferential policies, must dare to explore the mode of financial support system reform, promote financial deepening, and with reference to regional economic transformation and other resources for the successful experience of the financial support system reform, provide financial incentives for Shanxi resource-based economy.
This paper collects the data of industrial structure and financial development of Shanxi province for a long time, found that the proportion of the second industry industrial structure in Shanxi Province, the second industry is mainly engaged in natural resources exploitation in Shanxi Province, the transformation of resource-based economy to adjust the industrial structure, the industrial structure upgrading economic restructuring. As everyone knows, financial there is a huge role in promoting the upgrading of industrial structure, this paper argues that Shanxi Province financial support system is dependent on the existing resource-based economy structure, in the allocation of financial resources and provide financial products can not provide strong support for economic restructuring. Therefore, can not play the role of Finance in the adjustment of industrial structure. Must carry on the financial support system reform to promote economic transformation. In order to solve this problem, Shanxi Province in the reform of "comprehensive reform area" when the The financial support system reform as a key task for the reform of the related fields. In this paper, the progress and effectiveness of the reform are analyzed, found in Shanxi Province in the transformation of resource-based economy of the financial support system reform still has many problems, such as financial management system needs to be optimized, financial development strategy is not clear enough, the loss of financial resources more serious, lags behind the development of banking institutions and so on, in summarized based on these issues put forward a comprehensive optimization of financial ecological environment, building a financial center and demonstration area, improve the capital market function, the establishment of private capital service economy long-term mechanism of financial support system reform proposals to boost economic restructuring in Shanxi province.
