【摘要】：产业集聚和产业转移是近年来经济学界研究的一个重点命题，也是当前我国区域经济发展中普遍存在的一种经济现象。福建东南沿海地区经过改革开放30多年来的快速发展，，形成了多个规模化的产业集群，然而随着土地、劳动力、资源等要素成本的上涨、物流成本的攀升及发展空间的缩小，许多制造业东南沿海地区逐渐失去基本优势，产业集群的风险也不断加大。这些衰退的产业正在陆续向外转移，从而为地区产业升级和新兴产业的发展释放空间。与此同时，经济欠发达的闽西北地区也在不断完善基础设施和优化投资环境，依靠其丰富的资源要素供给及市场发展潜力等优势吸引外来企业在当地投资建厂，并积极推进产业集群化战略，主动承接沿海地区的产业转移以带动当地经济的发展。福建省产业西进的趋势越来越明显。因此本文将福建省闽东南和闽西北地区的制造业作为研究对象，探讨其产业集聚和产业转移的发展特点和发展趋势，为福建省区域产业的合理有序转移提供一个参考。本论文以福建省为例，在产业集聚视角下对福建省区域产业转移进行实证分析。论文首先阐述了产业集聚和产业转移的理论关系，以及产业转移和集聚的测度方法和模型；接着分析了福建省区域产业转移的成果、模式和存在的问题；然后对福建省现阶段的产业集聚特点及近十年的产业集聚动态进行分析，并构建了衡量产业集聚的静态和动态指标模型，对闽东南和闽西北地区的28个制造业行业的比较优势和产业集聚变动进行测定，在此基础上得出了福建省区域产业转移的趋势；最后，就促进福建省区域产业转移，推进区域经济协调发展提出相应的政策建议。本文的主要结论如下：（1）福建省各地市的优势产业不同，并相对应地形成了各自的专业化产业集群。福建省各地区都有自己独具特色的行业，闽东南地区的优势产业主要是劳动密集型和资本密集型产业，而闽西北内陆山区主要利用当地农、林、矿产资源进行生产，优势产业以资源开发和资源初加工工业为主。（2）近十年来福建省的产业集聚表现出较强的分散趋势。2000年以来，福建省的制造业集聚程度总体呈下降趋势，制造业在各区市的分布趋于分散。（3）闽东南地区的产业向闽西北地区转移的趋势明显。福建省的大多数制造业几乎都经历或正在经历从闽东南地区向闽西北地区扩散并形成新的集聚中心的过程。在推进福建省区域产业转移的过程中，闽东南地区要做好产业甄选和产业升级工作，而闽西北地区应该提高相应的产业承接能力，从而使两地之间创建完整、系统的区域产业转移协调机制。本论文的研究，不仅对促进福建省区域有序和谐的产业转移具有重要意义，而且对闽东南地区传统产业集群的战略升级和闽西北地区提升区域竞争力有着重要的现实意义。
[Abstract]:Industrial agglomeration and industrial transfer is a key topic in the field of economics in recent years, and it is also a common economic phenomenon in the development of regional economy in China.
The southeast coastal area of Fujian after the reform and opening up 30 years of rapid development, the formation of a number of large-scale industrial clusters, with land, labor, resources and other factors of rising costs, rising and narrowing the development space of the logistics cost, the southeast coastal area of many manufacturing industry gradually lose the basic advantages, the risk of industrial clusters has been increase. These recession industries are gradually shifted outwards, thereby releasing the space for the area of industrial upgrading and emerging industry development. At the same time, the underdeveloped areas in the northwest of Fujian also constantly improve the investment environment and infrastructure optimization, relying on the advantage of its rich resources of factor supply and market development potential to attract foreign investment in local enterprises, and actively promote the strategy of industry cluster, the initiative to undertake the transfer of industries in coastal areas in order to promote local economic development. Fujian Province Industrial West The trend of entry is becoming more and more obvious. Therefore, this paper takes manufacturing industry in Southeast Fujian and northwest Fujian as the research object, and explores the development characteristics and development trend of industrial agglomeration and industrial transfer, so as to provide a reference for the rational and orderly transfer of Fujian's regional industry.
This paper takes Fujian Province as an example, makes an empirical analysis on the regional industrial transfer in Fujian Province in the view of industrial agglomeration. Firstly, industrial agglomeration and industrial transfer theory, and the transfer of industry agglomeration and the measurement method and model; then analyzes the Fujian province regional industrial transfer results, mode and existing problems; then in Fujian province at the present stage of industrial agglomeration characteristics and nearly ten years of industry agglomeration dynamic analysis, and constructs a model to measure the static and dynamic indicators of industrial agglomeration of manufacturing industry, the 28 southeastern Fujian and northwestern Fujian comparative advantage and industrial agglomeration changes were determined on the basis of the Fujian Province Regional industrial transfer trend; finally, promoted Fujian province regional industrial transfer, put forward the corresponding policy suggestions to promote the coordinated development of regional economy.
The main conclusions of this paper are as follows:
(1) around the city of Fujian province the advantages of different industries, and corresponding to the formation of specialized industrial clusters. Each has its own unique industries in various regions of Fujian Province, southeastern Fujian industries are labor intensive and capital intensive industries, and in the land of the mountain area in Northwest Fujian mainly by local agricultural production, forest, mineral resources, industrial advantages in resources development and resources early processing industry.
(2) in the past ten years, the industrial agglomeration in Fujian province showed strong dispersion trend. Since the.2000, the manufacturing agglomeration level of Fujian has been decreasing. The distribution of manufacturing industry in various districts tends to be dispersed.
(3) the trend of industrial transfer from Southeast Fujian to northwest Fujian is obvious. Most manufacturing industries in Fujian province are experiencing or experiencing the process of spreading from Southeast Fujian to northwest Fujian and forming new agglomeration centers.
In the process of promoting the regional industrial transfer in Fujian Province, Southeast Fujian should do well in industrial selection and industrial upgrading, while northwest Fujian should enhance the corresponding industrial undertaking capacity, so as to create a complete and systematic regional industrial transfer coordination mechanism.
This research is of great significance not only for promoting the orderly and harmonious industrial transfer in Fujian Province, but also for the strategic upgrading of traditional industrial clusters in Southeast Fujian and the promotion of regional competitiveness in Northwest Fujian.
