增长极理论视角下的舟山群岛新区发展研究

【摘要】：2011年7月7日,舟山群岛新区正式成立,成为我国继上海浦东新区、天津滨海新区和重庆两江新区后的第四个国家级新区,其发展深受各方关注。国家给予它的一个战略定位是成长为长江三角洲地区经济发展的重要增长极。作为一种重要的政策工具,增长极理论自上世纪50年代佩鲁提出以来,就被广泛应用于发达国家和发展中国家的区域发展规划中。该理论强调经济的非平衡增长,应该把有限的要素资源集中投入到少数产业或地区,使其成为经济实力强化的极,并通过扩散效应带动其他产业或地区的发展。本文运用增长极理论来研究舟山群岛新区的发展。首先,梳理增长极理论,系统阐述了增长极的内涵与分类、效应、形成条件以及政策主张。其次,介绍了舟山群岛新区的设立背景、发展规划和空间布局,并在系统分析舟山产业发展状况和综合环境条件后,认为丹山的增长极战略定位是短期内形成“以海洋产业为推进型产业的产业增长极”,长期内形成“长三角地区经济发展的新兴‘城市增长极’”。最后,提出了促进舟山增长极形成的对策建议,认为舟山应该兴建区域专用性资本市场、建立统一的人才工作机制、提高单位土地产出效能、优化行政管理体制。
[Abstract]:In July 7th 2011, Zhoushan Islands New area was formally established, becoming the fourth national new area after Shanghai Pudong New area, Tianjin Binhai New area and Chongqing Liangjiang New area. Its development is deeply concerned by all parties. One of the strategic positioning given by the country is to grow into an important growth pole of economic development in the Yangtze River Delta region as an important policy tool. Since Perot was put forward in -50s, the theory of growth pole has been widely used in the regional development planning of developed and developing countries. It emphasizes the unbalanced growth of economy. The limited factor resources should be concentrated into a few industries or regions, so that they become the pole of strengthening economic strength, and promote the development of other industries or regions through the diffusion effect. This paper uses the growth pole theory to study the development of Zhoushan archipelago's new area. Firstly, combing the growth pole theory, systematically expounds the connotation and classification of growth pole, effect, forming conditions and policy proposition. This paper introduces the setting up background, development plan and spatial layout of Zhoushan archipelago new area, and after systematically analyzing Zhoushan industry development situation and comprehensive environmental conditions. It is considered that the strategic orientation of the growth pole of Danshan is to form the "industrial growth pole with marine industry as the propelling industry" in the short term and the emerging 'urban growth pole' of economic development in the Yangtze River Delta region in the long term. Finally. The paper puts forward the countermeasures and suggestions to promote the formation of Zhoushan growth pole, and points out that Zhoushan should build a regional special capital market, establish a unified talent working mechanism, improve the efficiency of unit land output and optimize the administrative management system.
