【摘要】：三峡库区成库以来,在国家和重庆市政府的大力扶持和帮助下,库区在经济、环境、社会建设等方面获得了长足的发展,经济持续增长,社会安定和谐。但是,在库区建设的过程中,也存在着一些问题。随着库区的发展,旧的问题尚未妥善解决,新的问题又不断涌现。比如,传统经济发展观导致经济发展与环境和生态保护的矛盾日益突出,产业布局不合理,城乡发展差距日益拉大等。作为长江上游经济带的重要组成部分,三峡库区的和谐、健康和可持续发展关系整个长江上游乃至全国的经济发展状况。十六届三中全会提出科学发展观,倡导科学发展。按照科学发展观的精神和重庆市经济社会发展的规划,从三峡库区自身的自然和社会状况出发,建立起覆盖三峡库区城乡的生态经济区是三峡库区可持续发展的保证,也是目前库区建设面临的重要课题。本文以科学发展观为指导,从三峡库区的建设现状出发,阐明了建立三峡库区生态经济区的必要性、可行性和重大意义,全面分析了库区建设中存在的问题及原因,从科学发展的视阈提出了建立三峡库区生态经济区的对策及建议。本文主要分为四个部分：第一部分：三峡库区生态经济区的相关概念界定。这部分主要对相关概念进行界定,包括对生态经济区提出、含义及特点的界定,三峡库区生态经济区的提出、特点及范围的界定。厘清概念是研究的前提,因而这一部分是全文研究的基础。第二部分：建设三峡库区生态经济区的必要性、可行性和重大意义分析。构建库区生态经济区,有利于三峡地区乃至整个长江流域可持续发展：构建库区生态经济区,有利于确保三峡工程的永久性效益；构建库区生态经济区,有利于提高库区人民生活水平。这部分是本文研究的前提,也是本文选题的重要依据,也是本文进行课题研究的前提。第三部分：科学发展观视阈下三峡库区生态经济区建设的成就、问题及原因分析。这部分是本文研究的重点。三峡工程建成后,国家和地方政府一直在探索库区可持续发展之路,也取得了一些成就。但由于三峡库区独特的自然条件和社会环境,库区的发展陷入了困境,产生了一系列问题,亟待解决。从多角度归纳和分析库区建设的现状及问题,能够支撑起整篇文章的框架,为第四部分对策的提出埋下伏笔。第四部分：科学发展观视阈下建设三峡库区生态经济区的战略研究。这部分是整篇文章研究的重点和难点所在。在所有关于三峡库区的研究中,生态经济区的研究成果极少,因而这部分是文章的核心和亮点所在。本文以科学发展观的内容为视阈,按照科学发展观的基本精神提出构建三峡库区生态经济区的对策,试图勾勒出三峡库区生态经济区的基本蓝图,为相关部门和机构提供参考。
[Abstract]:Since the three Gorges Reservoir area became a reservoir, with the support and help of the state and Chongqing municipal government, the reservoir area has made great progress in economy, environment, social construction and so on. However, the economy continues to grow, and the society is stable and harmonious. There are also some problems in the construction of the reservoir area. With the development of the reservoir area, the old problems have not been properly solved, and new problems have been emerging. The traditional economic development concept leads to the increasingly prominent contradiction between economic development and environmental and ecological protection, unreasonable industrial distribution, and the widening gap between urban and rural development. It is an important part of the economic belt in the upper reaches of the Yangtze River. The harmonious, healthy and sustainable development of the three Gorges Reservoir area is related to the economic development of the upper reaches of the Yangtze River and even of the whole country. The third Plenary session of the 16 CPC Central Committee put forward the scientific concept of development. In accordance with the spirit of scientific development and the economic and social development plan of Chongqing, starting from the natural and social conditions of the three Gorges Reservoir area. The establishment of the ecological economic zone covering the urban and rural areas of the three Gorges Reservoir area is the guarantee of sustainable development in the three Gorges Reservoir area, and is also an important subject facing the construction of the reservoir area at present. This paper is guided by the scientific concept of development. Starting from the present situation of the construction of the three Gorges Reservoir area, this paper expounds the necessity, feasibility and great significance of establishing the ecological economic zone of the three Gorges Reservoir area, and comprehensively analyzes the problems and reasons in the construction of the three Gorges Reservoir area. From the perspective of scientific development, this paper puts forward the countermeasures and suggestions for establishing the ecological economic zone of the three Gorges Reservoir area. This paper is divided into four parts: The first part: the definition of the ecological economic zone of the three Gorges Reservoir area. This part mainly defines the relevant concepts, including the definition of the ecological economic zone, meaning and characteristics. It is the premise of the study to clarify the concept of the ecological economic zone of the three Gorges Reservoir area, so this part is the basis of the full text study. The second part: the necessity, feasibility and significance of constructing the ecological economic zone of the three Gorges Reservoir area. It is beneficial to the sustainable development of the three Gorges region and even the whole Yangtze River basin: the construction of the ecological economic zone of the reservoir area is conducive to ensuring the permanent benefit of the three Gorges Project; Constructing the ecological economic zone of the reservoir area is conducive to improving the living standard of the people in the reservoir area. This part is the premise of this study, the important basis of this paper, and the premise of the subject research in this paper. The third part: the achievements, problems and reasons of the construction of the ecological economic zone in the three Gorges Reservoir area from the perspective of the scientific development view. This part is the focus of this study. After the three Gorges Project was completed. The national and local governments have been exploring the sustainable development of the reservoir area and have made some achievements. However, due to the unique natural conditions and social environment of the three Gorges Reservoir area, the development of the reservoir area has fallen into difficulties. A series of problems have emerged which need to be solved urgently. The present situation and problems of reservoir construction can be summarized and analyzed from various angles, which can support the whole article frame and lay the groundwork for the 4th part of the countermeasures to be put forward. Part 4th: the strategic study of constructing the ecological economic zone of the three Gorges Reservoir area from the perspective of the scientific development view. This part is the focus and difficulty of the whole article. The research results of the ecological economic zone are very few, so this part is the core and bright spot of the article. This article regards the content of the scientific development view as the visual threshold. According to the basic spirit of the scientific development concept, this paper puts forward the countermeasures of constructing the ecological economic zone of the three Gorges Reservoir area, tries to outline the basic blueprint of the ecological economic zone of the three Gorges Reservoir area, and provides reference for the relevant departments and institutions.
