【摘要】：推进科技创新、建设"科创中心"是我国应对新一轮国际竞争的需要,是在全球新科技革命浪潮中的强国之道。在外有国际竞争压力,内有转型发展要求的新常态背景下,解决我国经济社会发展中的深层次矛盾,尽快突破科技创新瓶颈,始终是国家发展战略中极为关注的问题。上海作为先行者和实践区,在实施创新驱动发展战略,建设科创中心进程中,应立足实际,抓住机遇,对标美国,走出符合新时代科技革命大趋势要求、契合我国科技特长的自主创新道路,推动科技与经济紧密结合,推进经济社会协同创新,为全国起到示范作用,从而加快国家创新体系建设,提升全社会自主科技创新能力,促进经济发展方式转变,使我国真正步入由创新驱动发展的、有质量的经济发展轨道,夯实大国强国之基。
[Abstract]:To promote scientific and technological innovation and to build a "scientific and technological center" is the need for our country to cope with a new round of international competition and the way for a powerful country in the tide of the global new scientific and technological revolution. Under the background of the new normal situation, we can solve the deep-level contradiction in the economic and social development of our country, and break through the bottleneck of scientific and technological innovation as soon as possible. As a pioneer and practice area, Shanghai, as a pioneer and practice area, should base itself on reality and seize the opportunity in the process of implementing the strategy of innovation-driven development and building the center of scientific innovation. To step out of the trend of science and technology revolution in the new era, to meet the needs of our own innovation, to promote the close integration of science and technology with the economy, to promote economic and social coordinated innovation, and to play an exemplary role for the whole country. In order to speed up the construction of national innovation system, enhance the ability of independent scientific and technological innovation of the whole society, promote the transformation of economic development mode, so that our country really into the innovation-driven development, the quality of economic development track. Consolidate the foundation of great powers and powerful nations.
