【摘要】：公共政策执行是政策过程中的核心环节，是实现政策目标和解决政策问题的最直接的途径。公共问题的解决与否取决于公共政策的执行，而在公共政策的执行过程中，由于政策执行人员的综合素质的高低、政策执行环境的好坏等各种因素的影响产生了执行偏差。公共政策执行的有效与否关系到公共政策的成败。如何确保公共政策执行有效，关键在于如何针对执行偏差作出及时有效的反馈，以对执行偏差进行及时有效地矫正，使政策的执行回归既定的目标路线。广州市越秀区于2010年8月26日颁布实施的《越秀区关于加快经济发展方式转变的若干意见》及实施细则，该意见在促进传统产业优化升级，加快发展现代服务业等方面起到了重要作用，由于广州市越秀区经济发展政策制定者在制定之初的弊端、地方利益束缚了广州市越秀区经济发展政策制定者的长远目光、政策具体执行者的综合素质不高等众多因素的影响，，使得广州市越秀区经济发展扶持政策的执行过程中出现了选择性执行、附加性执行和象征式执行三种执行偏差。这些执行偏差已经严重影响了广州市越秀区的经济的发展。所以本文从公共政策的制定、公共政策的执行、公共政策执行的监督三个研究视角提出了矫正执行偏差的政策建议。本文通过对广州市越秀区经济发展扶持政策执行偏差的政策研究，将史密斯模型分析越秀区经济发展政策的实践过程中，结合广州市越秀区经济发展扶持政策的执行的实际情况分析广州市越秀区经济发展扶持政策执行过程中的偏差的各种表现，提出纠正政策偏差的相关措施。在此同时，本文根据公共选择理论和公共政策伦理分析理论，在公共政策目标既定的情况下，通过对公共政策执行过程的各个环节的全面分析，解析产生公共政策执行偏差的内在原因，采用先政策试点，然后再全面推广并进行“执行—总结”的政策实践方式，为以后广州市越秀区人民政府修订经济发展扶持政策时提供了政策借鉴，以促进广州市越秀区人民政府提高公共政策的执行效能，保持广州市越秀区经济的健康、有序、平稳的发展。
[Abstract]:The implementation of public policy is the core link in the process of policy. It is the most direct way to achieve the policy goal and solve the policy problem. The solution of public problem depends on the implementation of public policy. In the process of public policy implementation, due to the overall quality of policy practitioners. The influence of various factors, such as the quality of the policy implementation environment, has produced the implementation deviation. Whether the public policy implementation is effective or not is related to the success or failure of the public policy. How to ensure the public policy implementation is effective. The key lies in how to make timely and effective feedback on the implementation deviation in order to correct the implementation deviation in time and effectively so as to make the policy implementation return to the established target line. In August 26th 2010, Yuexiu District of Guangzhou promulgated the "Yuexiu District on speeding up the transformation of economic development mode" and its implementation rules, which is promoting the optimization and upgrading of traditional industries. Accelerating the development of modern service industry has played an important role due to the shortcomings of the economic development policy makers in Yuexiu District of Guangzhou City at the beginning of the formulation. Local interests constrain the long-term vision of the policy makers of economic development in Yuexiu District of Guangzhou City, and the comprehensive quality of the specific policy implementers is not high. So that the implementation of economic development support policies in Yuexiu District of Guangzhou City has been selectively implemented. There are three kinds of execution deviations: additive execution and symbolic execution. These deviations have seriously affected the economic development of Yuexiu District of Guangzhou. So this paper starts with the formulation of public policies and the implementation of public policies. This paper puts forward the policy suggestions of correcting the deviation of implementation from three perspectives of supervision of public policy implementation. Based on the policy research on the policy deviation of the economic development support policy in Yuexiu District of Guangzhou City, this paper analyzes the practice process of the economic development policy in Yuexiu District by Smith model. Combined with the actual situation of the implementation of economic development support policy in Yuexiu District of Guangzhou City, this paper analyzes the various manifestations of the deviation in the implementation process of the economic development support policy in Yuexiu District of Guangzhou City. At the same time, according to the theory of public choice and public policy ethics analysis theory, in the case of public policy objectives set. Through the comprehensive analysis of each link in the process of public policy implementation, this paper analyzes the internal reasons for the deviation of public policy implementation, and adopts the pilot policy first. Then comprehensively popularize and carry out the policy practice of "execution-summary", which provides the policy reference for the later revision of the economic development support policy by the Yuexiu District people's Government of Guangzhou. In order to promote the people's government of Yuexiu District of Guangzhou to improve the efficiency of the implementation of public policies, and to maintain the healthy, orderly and stable development of the economy of Yuexiu District of Guangzhou.
