支持县域经济发展的金融政策研究

【摘要】：随着我国市场经济发展,县域经济在发展过程中相应的问题也随之诞生,目前,县级经济发展的最大障碍就是农民的有效需求不旺,财富创造能力不足,收入就业环境恶化等。同时县域金融也存在不少问题,诸如金融支持的资金有效供给不足、收益率低、县域金融服务减少、民间借贷倾向严重等等,这些问题都成为我国县域经济增长的“瓶颈”。由于县域金融的局限,使得县域经济的产业结构化调整难度加大,农村基础设施缺乏建设,也对县域中的其他产业,如教育、文化等带来了消极作用。所以最大限度地刺激县域经济的发展,加大对县域金融的投入、改革县域金融体制变得十分重要和必要。县域经济与县域金融发展的有机结合,是解决当前县域经济的关键。县域经济的可持续发展有利于在全国政治稳定,有利于提升广大农民的幸福指数,而强有力的金融支持是保障县域经济发展的必要途径。本文以当代国内外的经济发展理论为导向,结合我国县域经济实际发展中金融服务的现状、差距、不足和危害,以如何完善县域经济资源的分配优化和县域经济协调发展为根本出发点,提出了县域金融深化政策及加强县域金融支持的措施选择。其中突出的一点是在实证分析方面,基于研究金融与经济关系的相关文献和数据的可得性设计了反映县域经济增长和县域金融发展及其他影响因素的指标体系。
[Abstract]:With the development of market economy in our country, the corresponding problems in the process of development of county economy are born. At present, the biggest obstacle to the development of county economy is that the effective demand of farmers is not flourishing, and the ability of wealth creation is insufficient. At the same time, there are many problems in county finance, such as insufficient effective supply of funds supported by finance, low rate of return, reduced financial services at county level, serious tendency of private lending and so on. These problems have become the "bottleneck" of our country's county economic growth. Due to the limitation of county finance, it is more difficult to adjust the industrial structure of the county economy, and the rural infrastructure is short of construction. But also to other industries in the county, such as education, culture and so on has brought negative effects. Therefore, to stimulate the development of county economy to the greatest extent, increase the investment in county finance. It is very important and necessary to reform the county financial system, and the organic combination of county economy and county financial development is the key to solve the current county economy. The sustainable development of county economy is conducive to political stability in the country, and to promote the well-being of the majority of farmers. Strong financial support is the necessary way to ensure the development of county economy. This paper, guided by the contemporary economic development theory at home and abroad, combines the current situation of financial services in the actual development of our country's county economy, the gap. The basic starting point is how to perfect the allocation and optimization of county economic resources and the coordinated development of county economy. This paper puts forward the policy of deepening county finance and the choice of measures to strengthen county financial support, among which the outstanding point is in the aspect of empirical analysis. Based on the research on the relationship between finance and economy, this paper designs an index system to reflect the county economic growth, the development of county finance and other influencing factors.
