辽宁沿海经济带发展战略与大学科技园建设的互动研究

【摘要】：辽宁沿海经济带发展战略纳入国家体系,既给辽宁沿海地区的大学科技园带来了难得的机遇,又赋予了大学科技园新的任务要求。辽宁沿海经济带战略将给大学科技园的发展提供设施建设、高智能人才引进、风险投资资助等多方面有力的政策支持和资金扶持。同时,大学科技园一方面通过高新技术改造和提升传统产业,促进经济带内产业结构调整和行业技术进步；另一方面通过培育国民经济新的增长点,积极发展高新技术产业,用高新技术的创新和发展来推进经济带的开发建设。正确把握二者之间的互动关系,将使辽宁沿海经济带战略对大学科技园的建设起到更好的促进作用,使之快速发展,并在辽宁沿海经济带开发与建设中发挥更大的作用。本文运用文献分析法和案例分析法,在辽宁沿海经济带与大学科技园建设深化发展的视域下,对二者的互动作用展开研究。以大连交通大学国家大学科技园为实例,通过对辽宁沿海经济带对大学科技园建设的作用、大学科技园建设对辽宁沿海经济带的作用、二者的互动三方面深入研究和阐述了二者之间的互动作用关系；并对互动过程中存在的问题进行分析和总结,从认知程度、时间周期、空间分布、政策法规和合作程度等多方面角度进行了深入剖析。针对互动中存在的问题,本文结合主体自身的特点和发展规律提出合理建议,形成能够促进辽宁沿海经济带与大学科技园建设互动,实现共同发展的对策建议。
[Abstract]:The integration of the development strategy of Liaoning coastal economic belt into the national system has brought a rare opportunity to the university science and technology park in Liaoning coastal area. Liaoning coastal economic zone strategy will provide facilities for the development of the university science and technology park construction, the introduction of high intelligence talent. At the same time, the university science and technology park, on the one hand, transforms and promotes the traditional industry through the high and new technology, promotes the industrial structure adjustment and the industry technical progress in the economic belt; On the other hand, through cultivating the new growth point of the national economy, actively developing the high-tech industry and promoting the development and construction of the economic belt with the innovation and development of high-tech, we should correctly grasp the interactive relationship between the two. It will make the strategy of Liaoning coastal economic belt play a better role in promoting the construction of university science and technology park, make it develop rapidly, and play a greater role in the development and construction of Liaoning coastal economic belt. This article uses the literature analysis method and the case analysis method, under the Liaoning coastal economic belt and the university science and technology park construction deepening development horizon. Take Dalian Jiaotong University National University Science and Technology Park as an example, through the Liaoning coastal economic zone to the university science and technology park construction function. The function of the construction of university science and technology park to Liaoning coastal economic belt, the interaction between the two has been deeply studied and expounded in three aspects. And the problems in the process of interaction are analyzed and summarized, from the cognitive degree, time cycle, spatial distribution, policies and regulations and cooperation degree and other aspects of in-depth analysis. According to the main body's own characteristics and development law, this paper puts forward some reasonable suggestions, which can promote the interaction between Liaoning coastal economic belt and university science and technology park and realize the common development.
