长沙经济技术开发区产业生态化发展对策研究

【摘要】：摘要：长沙经济技术开发区(以下简称“长沙经开区”)作为国家级经济技术开发区、国家新型工业化产业示范基地,在经历二十多年的快速发展后,目前,园区产业特色明显,工业规模不断扩大,产业聚集和企业集群快速发展。然而,随着长沙经开区工业产业集群的不断发展,传统的经济增长模式是把资源持续不断地变成废弃物,忽视了经济结构内部各产业之间的有机联系和共生关系,忽视了社会经济系统和自然生态系统间的物质、能源和信息的传递、迁移、循环等规律。对自然资源依赖程度高、产业链处于初级阶段等因素严重制约长沙经开区工业经济的进一步发展。本文以“长株潭”一体化和“两型社会”的建设为契机,通过对长沙经开区产业生态化发展的现状进行研究,对产业生态化发展的有利因素和制约因素进行分析,对园区产业生态化发展存在问题的原因进行阐述后,构建了园区主要行业的产品代谢链和废物代谢链,提出了产业生态污染控制的思路,提出了产业生态化发展保障体系构建的策略,以调整和优化区内产业结构,促进区域内产业生态化发展,最大限度降低污染,保护环境,实现资源充分和循环利用,实现产业活动与生态系统的良性循环和可持续发展。
[Abstract]:Abstract: Changsha Economic and technological Development Zone (hereinafter referred to as "Changsha Economic and technological Development Zone") as a national economic and technological development zone, the national demonstration base of new industrial industries, after more than 20 years of rapid development, the current. The industrial characteristics of the park are obvious, the industrial scale is constantly expanding, the industrial cluster and enterprise cluster are developing rapidly. However, with the continuous development of the industrial cluster in Changsha Economic District. The traditional mode of economic growth is to continuously turn resources into wastes, ignoring the organic relations and symbiotic relations among industries within the economic structure, and ignoring the matter between social economic system and natural ecosystem. Energy and information transmission, migration, circulation and other factors such as high degree of dependence on natural resources, industrial chain is in the primary stage and other factors seriously restrict the further development of industrial economy in Changsha Jingkai District. Taking the integration of "Chang-Zhu-Tan" and the construction of "two-oriented society" as the turning point, this paper studies the present situation of the ecological development of the industry in Changsha Jingkai District. After analyzing the favorable factors and restricting factors of the industrial ecological development and the reasons of the existing problems in the industrial ecological development of the park, the product metabolic chain and the waste metabolic chain of the main industries in the park are constructed. In order to adjust and optimize the industrial structure, promote the ecological development of the region and minimize the pollution, the paper puts forward the idea of industrial ecological pollution control, and puts forward the strategy of constructing the ecological development guarantee system of the industrial ecological development in order to adjust and optimize the industrial structure in the region. To protect the environment, to realize the full and recycling of resources, and to realize the virtuous cycle and sustainable development of industrial activities and ecosystems.
