深圳区域创新系统建设及创新绩效评价研究

【摘要】：在知识经济和经济全球化加速推进的当代社会,科学技术发展突飞猛进,世界各国和地区为了实现经济增长和在日益激烈的国际竞争环境中取得主动地位,纷纷把加强创新系统建设和提高创新能力作为重要的发展战略。在推动社会经济发展和经济结构调整中,区域经济扮演着重要的角色。提高区域创新能力,完善区域创新系统建设,不仅是加快区域经济发展的根本保证,也是提升国家创新活力的重要战略举措。深圳作为中国最年轻的城市之一,自设立经济特区以来,通过区域创新为社会经济的发展提供了强有力的支持,为国内其他省市区域的发展提供了可以借鉴的经验。深圳的发展比国内任何城市都需要依靠创新,完善和发展区域创新系统是深圳新一轮跨越式发展的必然选择。在这种环境背景下研究深圳的区域创新系统建设及创新绩效评价,具有重要的理论和现实意义。研究着眼于深圳区域创新系统建设,从区域创新系统相关理论基础入手,综合运用文献法、统计资料法等多种手段,对深圳区域创新系统建设的特点和发展现状进行实证研究,借助灰色综合评价法,对深圳区域创新绩效进行了系统评价和分析,结果发现深圳区域创新相比国内其他城市具有一定优势,但区域创新系统建设仍然存在投入少、资源获取和利用率低、依赖企业、环境不具优势、成果转化能力不足等问题。针对上述问题,本文在理清当前深圳社会经济发展面临态势的前提下,以优化深圳区域创新系统的指导思想为鉴,分别从人才和教育、基础设施建设、环境优化、政府调控、产业升级等方面相应提出相关建议。
[Abstract]:In the contemporary society of knowledge economy and economic globalization, science and technology are developing by leaps and bounds. In order to realize the economic growth and obtain the initiative position in the increasingly fierce international competition environment, the countries and regions of the world have made great progress. To strengthen the construction of innovation system and improve innovation ability as an important development strategy, in the promotion of social and economic development and economic restructuring, regional economy plays an important role in improving regional innovation ability. Perfecting the construction of regional innovation system is not only the fundamental guarantee to accelerate the development of regional economy, but also an important strategic measure to promote the national innovation vitality. As one of the youngest cities in China, Shenzhen has provided strong support for social and economic development through regional innovation since the establishment of the special economic zone. For the development of other provinces and cities in the country to provide a reference experience. Shenzhen's development needs to rely on innovation than any city in the country. To perfect and develop the regional innovation system is the inevitable choice of Shenzhen's new round of leapfrog development. In this environment, the construction of Shenzhen's regional innovation system and the evaluation of innovation performance are studied. It has important theoretical and practical significance. The research focuses on the construction of Shenzhen regional innovation system, starting with the theoretical basis of regional innovation system, comprehensive use of literature method, statistical data method and other means. This paper makes an empirical study on the characteristics and development status of Shenzhen regional innovation system, and makes a systematic evaluation and analysis of the Shenzhen regional innovation performance with the help of the grey comprehensive evaluation method. The results show that Shenzhen regional innovation has some advantages compared with other cities in China, but the construction of regional innovation system still has less investment, low resource acquisition and utilization, relying on enterprises, and the environment has no advantage. In view of the above problems, this paper, on the premise of clarifying the current situation of Shenzhen's social and economic development, learns from the guiding ideology of optimizing Shenzhen's regional innovation system. Relevant suggestions are put forward from the aspects of talent and education, infrastructure construction, environmental optimization, government regulation, industrial upgrading and so on.
