《皖江城市带承接产业转移示范区规划》实施效果评估研究

【摘要】:为贯彻实施区域发展的总体战略,加快缩小地区差距,国家制定了一系列重大区域规划、区域政策。作用显著、效果明显的区域经济发展规划不仅能有效解决区域发展中存在的问题,而且还能促进区域社会经济更快更好地发展,使区域经济发展具有良好的投入产出比。在已经发布的区域规划和区域政策中,部分已经实施了一定时日,因此,区域规划的阶段性后评估已经具备条件。 首先,通过梳理大量国内外相关文献,发现一直以来,区域规划对资源的分配更侧重于指导区域未来的发展,却较少顾及规划实施效果如何。尤其是我国的规划评估研究开展滞后,为数不多的规划评估也只集中在对城市总体规划、土地或环境、科技政策、十一五规划等专题规划的评估,而真正意义上严重缺失对一个具体的区域规划的实施效果进行全面综合的评估。因此,对一项具体的区域规划进行后评估,具有很强的学术研究价值。 然后,对后评估理论的理论基础、原则、特点、程序等方面进行深入研究,在后评估理论的基础上,阐述了用后评估理论评估区域规划的几种方法,并将后评估理论运用于区域规划实施效果的评估。 其次,本文选取皖江城市带为典型区域,在进行大量实地调研、深度座谈等基础上,搜集最真实、最可靠的资料,听取了当地的相关部门的汇报后,利用后评估理论,运用数据计量、系统分析法和定性与定量相结合分析法等对《皖江城市带承接产业转移示范区规划》的实施效果进行评估。希望能够弥补区域规划后评估研究领域的不足,为区域规划评估理论的实际应用及未来发展提供借鉴。 最后,对皖江城市带示范区实施规划取得阶段性的成果进行指标评价,得出安徽省经济总量提升较快,承接产业转移效果显著,但《规划》实施过程中也存在土地、金融等一系列问题。在评价实施效果同时,总结安徽省在实施《规划》时的经验,,并针对《规划》实施过程中产生的问题提出针对性的政策建议,为中西部承接产业转移提供示范。
[Abstract]:In order to implement the overall strategy of regional development and accelerate the reduction of regional disparities, the state has formulated a series of major regional plans, and regional policies have played a significant role. The effective regional economic development planning can not only effectively solve the problems existing in regional development, but also promote the regional social and economic development faster and better. The regional economic development has a good input-output ratio. Some of the published regional plans and policies have been implemented for a certain period of time. First of all, by combing a large number of domestic and foreign literature, we find that the allocation of resources in regional planning has been more focused on guiding the future development of the region. However, little attention is paid to the effect of planning implementation. Especially, the research on planning evaluation in China lags behind, and the few planning assessments focus on urban master planning, land or environment, science and technology policy. The evaluation of thematic planning such as the 11th Five-Year Plan is seriously lacking in a comprehensive evaluation of the implementation effect of a specific regional planning. Therefore, a specific regional planning for post-evaluation. Have very strong academic research value. Then, the theoretical basis, principles, characteristics, procedures and other aspects of post-evaluation theory are studied in depth. On the basis of post-evaluation theory, several methods of evaluating regional planning with post-evaluation theory are expounded. The post-evaluation theory is applied to evaluate the effect of regional planning. Secondly, this paper selects the city belt of Wanjiang River as a typical region, on the basis of a large number of field research, in-depth discussions, collect the most real and reliable information, listen to the report of the local departments. Using post-evaluation theory, using data measurement. System analysis and qualitative and quantitative analysis are used to evaluate the effect of the implementation of "Wanjiang urban belt to undertake industrial transfer demonstration zone planning", hoping to make up for the deficiencies in the field of post-regional planning evaluation. It provides reference for the practical application and future development of regional planning evaluation theory. Finally, the implementation of the urban demonstration zone in Anhui Province, the implementation of the implementation of the results of the evaluation indicators, Anhui Province, the total economic volume of the rapid increase, to undertake the effect of industrial transfer is remarkable. However, there are a series of problems such as land, finance and so on in the implementation of "Planning". At the same time, the experience of Anhui Province in the implementation of "Planning" is summarized. In the light of the problems arising from the implementation of the Plan, some policy suggestions are put forward to provide a model for the central and western regions to undertake industrial transfer.
