我国高能耗产业的环境效率评价及规制研究

【摘要】:当今世界正面临着一场深刻的能源革命,能源高效发展和环境保护己经成为各国的一项重要任务。高能耗产业作为能源消耗和环境污染的主要产业,其环境效应对于我国实现节能减排的目标至关重要。目前关于环境规制及环境效率评价的文献很多,但大部分学者是将两者割裂开来,基于区域、国家层面研究环境规制或进行环境效率分析,关于行业层面或者行业层面的区域分析的相关文献并不多。本文正是从我国高能耗产业的实际状况出发,基于能源、经济与环境的协调发展目标,对高能耗产业的环境效率和规制展开研究。 本文首先介绍了国内外关于环境效率与环境规制的研究现状,并对相关概念作出界定,为全文的分析奠定了理论基础。其次对我国环境规制的现状及高能耗产业的能源消耗与污染排放现状展开数据分析,为全文提供了现状基础。再次,在实证分析上,本文基于DEA-SBM模型,选取一种期望产出、四种非期望产出和四种投入指标,评价2001-2010年我国高能耗产业的环境效率,,对是否考虑非期望产出时的两种情形展开了对比分析。同时运用DEA-SBM模型对各地区的环境效率进行测评,并基于高能耗产业的集聚度和发展走势对评价结果进行分析。最后,对高能耗产业环境规制下各微观主体之间的作用机制和企业的行为机制展开分析,指出当前环境规制存在的问题,提出高能耗产业环境规制的政策建议。 本文的主要创新包括三个方面:一是研究视角,本文立足于高能耗产业展开研究,将其细分为12个产业,从各个产业和区域的角度全面分析了高能耗产业的现状和环境效率;二是研究方法,本文采用DEA-SBM模型,考虑多种投入产出指标,使测算更精确;三是政策建议,本文的政策建议是基于理论与现状分析、微观机制研究与模型测算综合得出,建议主体紧密围绕政府、企业、社会公众三个层面,建议内容从制度、经济、效率三个层面展开,并且紧密结合高能耗产业的发展要求。
[Abstract]:Today the world is facing a profound energy revolution, energy efficient development and environmental protection has become an important task for all countries. High energy consumption industry as the main industry of energy consumption and environmental pollution. The environmental effect is very important for our country to achieve the goal of energy saving and emission reduction. There are a lot of literatures on environmental regulation and environmental efficiency evaluation at present, but most scholars separate the two, based on the region. Research on environmental regulation or environmental efficiency analysis at the national level, the industry level or industry level of regional analysis of the literature is not much. This paper is from the actual situation of high-energy consumption industries in China. Based on the coordinated development goal of energy, economy and environment, the environmental efficiency and regulation of high energy consumption industry are studied. This paper first introduces the current situation of research on environmental efficiency and regulation at home and abroad, and defines the related concepts. For the full text of the analysis laid a theoretical foundation. Secondly, the current situation of environmental regulation and energy consumption and pollution emissions of high-energy industry data analysis, for the full text to provide a basis for the status quo. Again. In the empirical analysis, based on the DEA-SBM model, this paper selects one expected output, four non-expected outputs and four input indicators to evaluate the environmental efficiency of China's high-energy consumption industry from 2001 to 2010. This paper makes a comparative analysis on whether to consider the non-expected output or not, and uses DEA-SBM model to evaluate the environmental efficiency of each region. And based on the concentration of high-energy industry and the development trend of the evaluation results are analyzed. Finally, under the environmental regulation of high-energy industry, the mechanism of action among the micro-entities and the behavior mechanism of enterprises are analyzed. This paper points out the existing problems of environmental regulation and puts forward some policy suggestions on environmental regulation of high energy consumption industries. The main innovation of this paper includes three aspects: first, the research perspective, this paper based on the high-energy industry to carry out the research, it is divided into 12 industries. The present situation and environmental efficiency of high energy consumption industry are analyzed from the angle of each industry and region. The second is the research method. This paper adopts DEA-SBM model and considers a variety of input-output indexes to make the calculation more accurate. Third, the policy recommendations are based on the theory and current situation analysis, micro mechanism research and model calculation synthesis, the main recommendations are closely around the government, enterprises, social and public three levels. The content of the proposal is developed from three aspects of system, economy and efficiency, and closely combined with the development requirements of high energy consumption industry.
