云南省财政支出结构与经济增长关系研究

【摘要】：从1978年开始，，我国经济快速稳定发展，经济总量不断提升以及人民生活水平的极大改善。在这个过程中，我国财政体制要与经济发展的要求相一致，并且财政支出结构存在的问题比较明显，需要进一步的改革和完善。地方财政作为我国财政体系的一个重要组成部分，其会对财政支出的质量产生重要的影响，同时也会对我国财政政策以及宏观政策的实施产生作用。从1994年开始，我国实行分税制财政体制，地方财政支出占我国财政支出的比例逐渐增大。伴随着市场经济体制的不断完善，这对我国政府提出了新的职能要求，同时也需要对我国财政支出结构进行不断的改善。所以，对财政支出结构与经济增长之间关系的研究十分必要，该研究有利于提高财政支出的效率。本文以云南省财政支出结构与经济增长的关系作为研究对象。首先对本文的研究背景、研究意义、研究内容、研究方法进行分析；然后使用归纳总结法对国内外关于财政支出结构与经济增长的关系研究文献综述；之后使用理论与实际相结合方法，结合相关理论对云南省财政支出的现状与结构进行描述，并对云南省1978年-2011年财政支出结构与经济增长之间的关系进行实证研究，并得出相应的结论：云南省的文教科卫和经济建设支出与经济增长之间存在正相关，行政管理费用支出与经济增长存在负相关的关系；然后根据上述的分析结果，使用规范研究与实证研究相结合的方法对云南省财政支出结构的调整提出相应建议措施；最后对全文进行总结。通过本文的研究能够为财政支出与经济增长之间关系进行理论上的实践，同时也能够为云南省财政支出结构的调整提供些许的借鉴和参考。
[Abstract]:Since 1978, China's economy has developed rapidly and steadily, the total amount of its economy has been constantly rising, and the people's living standards have been greatly improved. In this process, the financial system of our country should be in line with the requirements of economic development. And the problems in the structure of fiscal expenditure are obvious and need further reform and perfection. As an important part of our financial system, local finance will have an important impact on the quality of fiscal expenditure. At the same time, it will also have an effect on the implementation of fiscal policies and macro policies in our country. Since 1994, our country has implemented the fiscal system of tax sharing. The proportion of local fiscal expenditure in China's fiscal expenditure is gradually increasing. With the continuous improvement of the market economy system, this has put forward new functional requirements to our government, and at the same time, we also need to continuously improve the structure of our fiscal expenditure. It is necessary to study the relationship between the structure of fiscal expenditure and economic growth, which is helpful to improve the efficiency of fiscal expenditure. In this paper, the relationship between financial expenditure structure and economic growth in Yunnan Province is taken as the research object. Firstly, the research background, research significance, research content and research methods are analyzed. Then using the inductive summary method to summarize the domestic and foreign research literature on the relationship between financial expenditure structure and economic growth, and then using the combination of theory and practice, combined with the relevant theory to describe the current situation and structure of financial expenditure in Yunnan Province. An empirical study on the relationship between financial expenditure structure and economic growth in Yunnan Province from 1978 to 2011 is carried out, and the corresponding conclusions are drawn: there is a positive correlation between the expenditure on culture, education, science and health and economic construction expenditure and economic growth in Yunnan Province. There is a negative correlation between administrative expenditure and economic growth, and then, according to the above analysis results, the paper puts forward the corresponding suggestions on the adjustment of financial expenditure structure of Yunnan Province by using the method of combining normative research with empirical research. Finally, the paper summarizes the full text. Through the research of this paper, the relationship between financial expenditure and economic growth can be theoretical practice, but also for the adjustment of financial expenditure structure in Yunnan Province to provide some reference and reference.
