内陆地区扩大开放的问题与对策

【摘要】：内陆地区扩大开放是在国家政策扶持和沿海沿边带动下,以产业空间转移为纽带,以转变经济发展模式为目标,以市场——行政机制渗透为核心的区域全方面开放战略。内陆地区扩大开放要求构建和完善以中央为平台、内陆地区均衡协调、与沿海沿边配套发展的新模式。目前,内陆地区扩大开放仍面临一些问题,主要表现在过度依托传统要素禀赋的发展方式难以为继、承接产业转移引致产业结构落后、利用优惠政策扩大开放导致政策性开放扭曲等。内陆地区不能简单复制沿海地区的开放经验,而应在内陆贸易方式、引资方式、区域合作机制方面进行创新,努力走出一条符合自身实际的内陆地区全面协调和可持续发展的扩大开放之路。
[Abstract]:Under the support of national policies and the coastal border drive, the inland areas are expanded to open to the outside world, with the transfer of industrial space as the link, and the transformation of economic development model as the goal. The strategy of all-sided regional opening with the penetration of market-administrative mechanism as the core. The expansion of the opening of inland areas requires the construction and improvement of a new model with the central government as the platform, the inland areas balanced and coordinated, and the coastal border supporting development. There are still some problems in expanding the opening up of inland areas, mainly because the development mode of relying on traditional factor endowment is difficult to sustain, and the industrial structure is backward due to the industrial transfer. The use of preferential policies to expand openness leads to distortions in policy opening. Inland areas should not simply replicate the experience of opening up in coastal areas, but should innovate in inland trade patterns, ways of attracting investment, and regional cooperation mechanisms. Strive to find a way to expand and open up inland areas in a comprehensive, coordinated and sustainable way in line with their own reality.
