物价上涨对乌鲁木齐市低收入群体的消费影响研究

【摘要】：随着我国经济的不断发展，西部大开发战略的实施，作为新疆首府的乌鲁木齐市经济实现了快速、持续、稳步发展，各项惠民政策不断落实，人民生活得到了极大地改善，居民收入快速增长，，然而居民收入分配存在诸多问题，居民内部之间的收入差距不断扩大。低收入群体的产生可能会引起相当大的社会磨擦和社会影响。乌鲁木齐城镇居民收入差距日益拉大，低收入群体与高收入群体之间的贫富差距的扩大，在制约经济增长的同时，会影响社会和谐与稳定。近年来，居民消费价格指数(CPI)的快速上涨，给各收入阶层居民的日常生活带来了不同程度的影响,直接影响到城乡居民家庭的生活水平和质量，尤其是城市低收入群体。关注低收入群体生活，加强对在物价上涨下乌鲁木齐城市低收入家庭生活状况的研究，也成为当前事关乌鲁木齐改革、发展、稳定全局的一项重要任务。本文对2007-2011年来乌鲁木齐市低收入居民收入、支出、消费结构变化以及与物价上涨的关系进行研究，并结合近年来乌鲁木齐市已出台的民生政策，就如何减轻物价上涨对低收入居民生活水平的影响，保障和改善民生进行有益探讨。希望能为乌鲁木齐市研究落实民生政策、实现经济社会与人的全面健康发展提供参考意见。
[Abstract]:With the continuous economic development of our country and the implementation of the strategy of developing the western region, Urumqi, as the capital of Xinjiang, has achieved rapid, sustained and steady economic development, and various policies for the benefit of the people have been continuously implemented, and people's lives have been greatly improved. Residents' income is growing rapidly. However, there are many problems in the distribution of residents' income. The income gap among residents is constantly widening. The generation of low-income groups may cause considerable social friction and social impact. The income gap among urban residents in Urumqi is widening day by day. The widening gap between the rich and the poor between the low-income group and the high-income group will not only restrict economic growth, but also affect social harmony and stability. In recent years, the consumer price index (CPI) has risen rapidly. Affecting the daily life of all income groups to varying degrees, directly affecting the standard of living and the quality of life of urban and rural households, especially the low-income groups in urban areas, and paying close attention to the life of low-income groups, Strengthening the research on the living conditions of low-income families in Urumqi under the rising prices has also become an important task concerning the reform, development and stability of Urumqi. This paper focuses on the income of low-income residents in Urumqi from 2007 to 2011. The relationship between expenditure, changes in consumption structure and price rise is studied. Combining with the policies on people's livelihood that have been issued in Urumqi in recent years, this paper discusses how to reduce the impact of rising prices on the living standards of low-income residents. It is hoped that this paper can provide reference for Urumqi city to study and implement the policy of people's livelihood and realize the comprehensive and healthy development of economy, society and people.
