重庆市建设内陆开放高地战略的对策研究

【摘要】：2010年8月，中共重庆市委三届三次全会审议并通过了《关于进一步扩大开放的决定》，按照市委的思路，，将用10年时间把重庆建设成为“内陆开放高地”。内陆开放高地建设是重庆引领西部跨越式发展、探索内陆扩大开放和可持续发展的新路径。本文首先在参阅前人研究文献的基础上，总结了相关评价指标262个，通过筛选和专家调查法，选取本文重点研究的20个指标，以此为基础，结合战略环境的SWOT分析，构建了“内陆开放高地综合发展水平”评价模型。结合重庆市2003~2011年的城市发展指标，通过实测数据，应用该评价模型进行了实证性评价。得出评价结论为：虽然2003-2008年评价值均小于80分，但总体而言，重庆市的内陆高地建设综合发展水平的总体趋势处于小幅上升的状态，特别是2011年综合评价值超过80分，说明重庆市建设内陆开放高地已初见成效，建设内陆开放高地的水平已比较好。接着进一步针对各个指标表现，分析了重庆市建设内陆开放高地的不足之处。最后，提出了重庆市建设内陆开放高地的战略选择如下：（1）利用市场竞争机制建设城市基础设施；（2）建设开放平台，构建产业集群；（3）建立健全内陆开放高地建设六大支撑体系；（4）坚持发展货物贸易和服务贸易，扩大吸收外资和对外投资，拓展服务外包市场，不断提高利用两种资源和两个市场能力，提升开放竞争力；（5）扩大国内外区域合作，推进内陆扩大开放；（6）努力建立国际化政府规制、公正高效开放的政府服务、国际化人才结构、国际化的工作生活环境。
[Abstract]:On August 2010, the third plenary session of the third session of the Chongqing Municipal CPC Committee deliberated on and adopted the decision on further opening up. It will take 10 years to build Chongqing into an "open inland highland", which is a new way for Chongqing to lead the development of the western region by leaps and bounds and to explore the new path of expanding the opening up and sustainable development of the interior. In this paper, based on the previous research literature, 262 related evaluation indexes are summarized. Through the method of screening and expert investigation, 20 indexes are selected, which are based on the SWOT analysis of strategic environment. The evaluation model of "the comprehensive development level of inland open highlands" is constructed. Based on the urban development index of Chongqing from 2003 to 2011, the actual measurement data are used. The evaluation model is applied to the empirical evaluation. The conclusions are as follows: although the evaluation values from 2003 to 2008 are all less than 80 points, the overall trend of the comprehensive development level of the inland highland construction in Chongqing is rising slightly. In particular, in 2011, the comprehensive evaluation value exceeded 80 points, indicating that the construction of inland open highlands in Chongqing has achieved initial results, and the level of building inland open highlands has been relatively good. This paper analyzes the deficiency of constructing inland open highlands in Chongqing. Finally, the paper puts forward the strategic choice of constructing inland open highlands in Chongqing as follows: 1) using market competition mechanism to construct urban infrastructure. To establish and improve the six major supporting systems for inland open highlands. We must persist in developing trade in goods and services, expand foreign investment and foreign investment, and expand the market for service outsourcing. To continuously improve the utilization of two kinds of resources and two market capabilities, to enhance the open competitiveness) to expand regional cooperation at home and abroad, to promote inland opening to the outside world, and to strive to establish international government regulations, fair and efficient government services, and an international talent structure, An international working and living environment.
