金融支持榆林市南部县域经济发展研究

【摘要】：对于资源富集地区的榆林市来说，县域经济的发展决定着全市经济的发展，而县域经济发展的不平衡需要多方面的力量来发展和协调，金融支持就是一种很关键的方式。本文根据榆林市南部县域经济和金融发展现状，揭示金融支持县域经济发展中存在的问题及原因，提出促进县域经济与金融协调发展的政策建议。全文共分六个部分。第一章为导论部分，着重对论文的结构、思路以及研究方法进行了详细阐述。第二章论述了榆林市南部县域经济及金融发展现状（引用2006-2011年经济、金融类数据），进而反映榆林市南北县域经济之差别，并提出缩小南北差距的必要性。第三章指出金融支持南部县域发展的问题及原因。资金体制性外流严重、基层营业网点撤并，金融服务功能弱化、中小企业融资难制约着县域经济快速发展、农业保险发展缓慢以及金融生态环境欠佳，信用体系不完善等都是阻碍南部县域经济发展的障碍因素。第四章分析了榆林市南部县域加快发展的有利因素。当地政府高度重视，“扶南”力度逐年加大、南部县区特色农牧业基础较好、农业科技应用推广工作稳步推进。一系列政策所示有利于推动南部县域经济再上新台阶。第五章从政策层面提出了金融支持南部县域经济发展的路径，提出建立金融资源配置与县域经济发展互动机制、加强南部县区金融生态环境建设，抑制资金外流、加快南部县域金融机构信贷管理体制改革，促进县域金融服务创新等政策建议。第六章结论与讨论。以往关于县域经济发展问题研究文献中，研究较多的是阻碍县域经济发展的原因，较少关注县域经济发展落后地区的有利因素。本文在国内外文献梳理和理论分析的基础上，通过比较分析，既研究阻碍县域经济发展的不利因素，同时能够看到落后地区县域经济发展的有利因素。最后辩证的提出因地制宜、扬长避短地制定榆林市南部县域经济发展规划，优化配置金融资源、强化金融服务功能、做大信贷总量、提升信贷规模、改善金融生态环境，形成合力共同促进榆林市南部县域经济快速发展。本文主要从榆林市南部县域经济和金融发展的现状出发，在国内外文献梳理和理论分析的基础上，陈述了榆林市南部六县经济、金融发展的新情况、新特点，通过大量翔实数据表明促进南部县域经济发展，离不开金融支持。本文研究结果认为对于资源富集地区的榆林市来说，缩小南北差距，实现共同富裕是其必然选择，，通过有效的金融供给，多元化的金融产品和良好的金融服务，从而改善南部县域金融生态环境，抑制资金外流，促进南部县域经济快速发展。
[Abstract]:For Yulin City, which is rich in resources, the development of county economy determines the economic development of the whole city, and the unbalanced development of county economy needs various forces to develop and coordinate. Financial support is a key way. According to the present situation of county economy and financial development in southern Yulin City, this paper reveals the problems and causes of financial support county economy development. Put forward the policy suggestion of promoting the coordinated development of county economy and finance. This paper is divided into six parts. The first chapter is the introduction, focusing on the structure of the paper, ideas and research methods. Chapter two discusses the current situation of the county economy and financial development in the south of Yulin. Financial data show the difference of county economy between north and south of Yulin, and point out the necessity of narrowing the gap between north and south. Chapter three points out the problems and causes of financial support to the development of Nanbu county. With the dismantling of grass-roots business outlets, the weakening of the financial service function, the difficulty of financing small and medium-sized enterprises in restricting the rapid development of the county economy, the slow development of agricultural insurance and the poor financial ecological environment, The imperfect credit system is an obstacle to the development of the southern county economy. Chapter 4th analyzes the favorable factors to accelerate the development of Nanbu County, Yulin City. The local government attaches great importance to it, and the strength of "Fu Nan" increases year by year. Nanbu County has a good foundation for characteristic agriculture and animal husbandry. The application and extension of agricultural science and technology are advancing steadily. A series of policies are conducive to promoting the southern county economy to a new level. Chapter 5th puts forward the path of financial support for the development of the southern county economy from the policy level. It is proposed to establish an interactive mechanism between the allocation of financial resources and the development of county economy, to strengthen the construction of financial ecological environment in Nanbu County, to curb the outflow of funds, and to speed up the reform of credit management system of financial institutions in Nanbu County. Chapter 6th conclusion and discussion. In the previous research literature on the development of county economy, the reasons that hinder the development of county economy are the main reasons that hinder the development of county economy. On the basis of literature review and theoretical analysis at home and abroad, this paper, through comparative analysis, not only studies the disadvantageous factors that hinder the development of county economy, but also pays less attention to the favorable factors in the backward areas of county economic development. At the same time, we can see the favorable factors for the development of county economy in backward areas. Finally, we dialectically put forward measures according to local conditions, make the plan for the development of county economy in the south of Yulin City, optimize the allocation of financial resources, and strengthen the function of financial services. To enlarge the total amount of credit, to improve the scale of credit, to improve the financial ecological environment, and to form a joint effort to promote the rapid development of the county economy in the southern part of Yulin. Based on the current situation of county economy and financial development in the southern part of Yulin City, and on the basis of literature review and theoretical analysis at home and abroad, this paper states the new situation and new characteristics of the economic and financial development of the six counties in southern Yulin City. Through a large amount of detailed data, it can not be separated from financial support to promote the economic development of southern counties. This paper concludes that for Yulin City, which is rich in resources, it is necessary to narrow the gap between the north and the south and realize common prosperity. Through effective financial supply, diversified financial products and good financial services, the financial ecological environment of Nanbu County is improved, the outflow of funds is restrained, and the economic development of southern counties is promoted.
