中非“命运共同体”建设及其进展

【摘要】：2013年初,习近平主席在访非期间首次提出"命运共同体",成为中国政府塑造新型国际秩序和处理双边、多边关系的重要理念和发展路标。中非关系在2014年得到全面深化,双边"命运共同体"建设进入新阶段。经贸上,突破了2200亿美元大关;政治上,李克强总理访非并提出"461"合作新框架,充实了"真、实、亲、诚"的对非外交理念;安全上,中国向南苏丹派遣首支维和步兵营,在非洲的和平安全领域展现更加积极和建设性参与的姿态。在西非地区出现严重的埃博拉疫情之后,作为域外大国,中国又第一个驰援,先后提供7.5亿元的各类援助,彰显了中国的责任与担当。中非能够利用各自优势,共同构建一种新型的协同发展关系,中非特殊的"命运共同体"也由此能够进一步向新的"机遇共同体"提升。
[Abstract]:In early 2013, President Xi Jinping proposed for the first time during his visit to Africa the "Community of Destiny", which became an important concept and a landmark for the Chinese Government to shape a new international order and handle bilateral and multilateral relations. The construction of the bilateral "Destiny Community" has entered a new stage. In economy and trade, it has broken through the US $220 billion mark. Politically, Premier Li Keqiang visited Africa and put forward a new framework for "461" cooperation, which enriches the diplomatic concept of "true, true, intimate and sincere" to Africa; security. China has sent its first peacekeeping infantry battalion to South Sudan to show a more active and constructive engagement in the area of peace and security in Africa. After a serious Ebola outbreak in West Africa, China was the first country to help as an extraterritorial power. China and Africa have been able to take advantage of their respective advantages to build a new type of cooperative development relationship. China-Africa special "destiny community" also can further promote to the new "opportunity community".
