对口援疆项目全生命周期管理研究

【摘要】:2010年,党中央、国务院在京召开全国对口支援新疆工作会议,新的一轮全国范围的对口援疆拉开帷幕。新一轮的对口援疆工作主要集中在经济援疆、干部援疆、人才援疆、教育援疆以及企业援疆协同并进,援疆主要以项目建设形式推进。对口援疆的项目建设发展至今已经两年多,对口援疆已经初显成效。同时,在政府部门协调、市场对接方式以及新疆自身发展能力方面也出现了各种项目全生命周期管理上的问题。 本文在现阶段对口援疆项目建设的基础上,运用文献研究、访谈调研相结合的方法,从机制、管理模式两方面研究对口援疆项目管理。在机制上,对口援疆项目全生命周期管理可以分为组织管理、过程管理和信息管理,组织管理是过程管理和信息管理的基础,过程管理是全生命周期项目管理目标实现的关键环节,信息管理则为全生命周期项目管理的过程管理提供了一个信息集成的平台。这三个部分的工作内容相互影响、相互作用,共同构成了一个系统化的全生命周期项目管理体系。在实际的项目全生命周期管理模式中,通过研究民生类项目、智力援疆项目和产业援疆项目全生命周期项目管理模式,具体描述了项目决策阶段、设计阶段、施工阶段以及运营及报废阶段管理过程,分别分析了这三种管理模式的正反面效益,发现当前对口援疆项目全生命周期管理的问题主要在于:政府部门协调混乱、市场对接机制存在问题、新疆本身的自我发展能力不强。最后,从政府协调、市场对接以及新疆自我发展能力三方面给目前新疆对口援疆项目全生命周期管理提出建 通过研究对当前对口援疆项目全生命周期管理提出建议。政府协调机制方面,建立健全对口援疆项目沟通协调机制,进一步完善援疆项目筛选标准,进一步改进和完善各级援疆项目规划,对于有多个责任方的项目,应建立统一、明确的项目责任协调机制,尽量杜绝“交钥匙”与“交支票”现象。完善市场对接机制方面,在援疆工作中做到“四作一为”,援疆企业参与市场机制协调,抓好先行示范,协调区域发展,不断扩大对内对外开放,发展向西开放新格局。提高新疆自我发展能力方面,推进产业援疆,推智力援疆。
[Abstract]:In 2010, the CPC Central Committee and the State Council held a national work conference on counterpart support to Xinjiang in Beijing. A new round of nationwide counterpart assistance to Xinjiang began. The new round of counterpart assistance work mainly concentrated on economic aid, cadres and talent. Education aid to Xinjiang and enterprises to help Xinjiang advance in coordination, aid Xinjiang is mainly promoted in the form of project construction. It has been more than two years since the development of the project to aid Xinjiang, and the corresponding aid to Xinjiang has already begun to show results. At the same time, it has been coordinated in the government departments. Market docking mode and Xinjiang's own development ability also appear various project life-cycle management problems. On the basis of the construction of the corresponding projects in Xinjiang at this stage, this paper uses the methods of literature research, interview and investigation to study the project management from the two aspects of mechanism and management mode. The whole life cycle management can be divided into organizational management, process management and information management. Organization management is the foundation of process management and information management, and process management is the key link to realize the goal of whole life cycle project management. Information management provides a platform for information integration for the process management of life-cycle project management. In the actual project life cycle management model, through the research of people's livelihood project, intelligence aid project and industry aid project whole life cycle project management model, This paper describes the management process of project decision, design, construction, operation and scrapping, and analyzes the positive and negative benefits of these three management modes. It is found that the main problems in the whole life cycle management of counterpart projects in Xinjiang are: the coordination of government departments is chaotic, the market docking mechanism is problematic, and the self-development ability of Xinjiang itself is not strong. Finally, from the perspective of government coordination, Three aspects of Market docking and Xinjiang's Self-development ability to build the whole Life cycle Management of Xinjiang counterpart projects at present. Through the research on the whole life cycle management of the current counterpart projects in Xinjiang, and the government coordination mechanism, we should establish and improve the communication and coordination mechanism of the corresponding aid projects, and further improve the screening criteria of the aid projects in Xinjiang. To further improve and improve the project planning at all levels of aid to Xinjiang, for projects with multiple responsible parties, we should establish a unified and clear coordination mechanism for project responsibilities, eliminate as far as possible the phenomenon of "handing in keys" and "handing in cheques," and improve the market docking mechanism. In the work of aiding Xinjiang, enterprises will participate in the coordination of the market mechanism, do a good job of demonstration first, coordinate regional development, continuously expand the opening to the outside world, develop a new pattern of opening to the west, and improve Xinjiang's ability to develop itself. We will promote industrial assistance to Xinjiang and intelligence assistance to Xinjiang.
