文化大繁荣视域下我国经济转型研究

【摘要】：经济转型是我国当前的主要任务,处于深化阶段,这是一个矛盾多发阶段。面对这些难题,越来越多的学者从文化方面来探索问题的原因和解决对策。探讨文化繁荣与经济转型的关系具有重要的实践意义和时代价值。我国当下的经济转型主要包括三方面的内容：深化改革经济体制；经济发展方式转型；从传统社会向现代社会转型。其中转变经济发展方式是转型的中心任务和当务之急,社会转型是目的和归宿,体制改革是转型是否成功的关键。文化是普遍而又复杂的社会现象,本文的所使用的文化概念是狭义上的文化,主要指精神文化。从理论与实践、历史与现实的角度看,文化繁荣与经济转型相辅相成,二者融合已成为发展的必然趋势。总的来看,文化繁荣与经济转型的关系实质是文化与经济的关系,经济是文化的基础,具有决定作用,文化是经济发展的一个重要变量,具有能动的反作用,文化繁荣是发展的重要目标。经济转型决定文化繁荣,文化影响经济转型的方方面面：作为初始条件和约束条件构成经济转型的基础,渗透到转型内容的每一个方面,影响转型的路径与转型绩效。当前的经济转型面临许多难题,难题的出现有文化方面的原因。经济转型面临的主要问题有：经济体制改革面临政府过度参与、利益集团、市场秩序混乱等阻力；粗放型生产方式、经济结构失衡,内需不足阻碍经济发展方式转变；社会现代化转型面临多重考验。导致这些问题出现的文化原因有以下几点：理论准备不足,缺乏全盘规划；“权力意识”“官本位”思想浓厚；关系本位主导、法治意识淡薄；道德失范现象普遍；实用主义抑制创新意识。为促进经济转型,必须发展转型文化。首先,必须要加强顶层设计与理性精神；其次,要落实“以人为本”的发展理念；第三,以社会主义核心价值体系引领社会道德；第四,构建社会主义市场经济文化基础；第五,大力发展文化产业与文化事业。
[Abstract]:Economic transformation is the main task of our country at present, and it is in the deepening stage. This is a stage of frequent contradictions. In the face of these difficulties, More and more scholars from the cultural aspect to explore the causes and solutions to the problem, to explore the relationship between cultural prosperity and economic transformation has important practical significance and value of the times. The current economic transformation in China mainly includes three aspects: deepening the reform of the economic system, transforming the mode of economic development, transforming from the traditional society to the modern society, among which the transformation of the mode of economic development is the central task and urgent task of the transformation. Social transformation is the goal and destination, and institutional reform is the key to the success of the transformation. Culture is a universal and complex social phenomenon. The cultural concept used in this paper is narrow sense culture, mainly refers to spiritual culture. From the perspective of history and reality, cultural prosperity and economic transformation complement each other, and the integration of the two has become an inevitable trend of development. In general, the relationship between cultural prosperity and economic transformation is essentially the relationship between culture and economy, and economy is the foundation of culture. Culture is an important variable of economic development, has a dynamic reaction, cultural prosperity is an important goal of development. Economic transformation determines cultural prosperity, Culture affects all aspects of economic transformation: as the initial conditions and constraints, it forms the basis of economic transformation, permeates every aspect of the content of transformation, and affects the path and performance of transformation. The current economic transformation is faced with many difficult problems, which have cultural reasons. The main problems in the economic transformation are: the economic system reform faces excessive participation of the government, interest groups, chaos of market order and other obstacles; Extensive mode of production, unbalanced economic structure, insufficient domestic demand hinders the transformation of the mode of economic development; the transformation of social modernization faces many tests. The cultural reasons leading to these problems are as follows: inadequate theoretical preparation, Lack of overall planning; "power consciousness" and "official standard" thought strong; relationship standard leading, weak consciousness of rule of law; common phenomenon of moral anomie; pragmatism restraining innovation consciousness. In order to promote the economic transformation, we must develop the transition culture. Firstly, we must strengthen the top-level design and rational spirit; secondly, we must implement the "people-oriented" development concept; third, we should lead the social morality with the socialist core value system. Fourth, construct the cultural foundation of socialist market economy; fifth, vigorously develop cultural industry and cultural cause.
