内蒙古经济发展中的地区差异变化研究：1978-2011

【摘要】：内蒙古自治区幅员辽阔但地形狭长,使得内蒙古东西地区经济发展水平差异较大,尤其改革开放以来,由于不同的经济政策和资源状况,东西部各地区的差异更是日益明显。改革开放30多年来,内蒙古经济总体保持高速增长的态势,从1996年至2011年,连续16年增速快于全国平均增速,其中2002年至2009年连续8年增速全国第一,内蒙古经济总量已由1978年的全国第25位跃居到2011年的全国第15位。在内蒙古经济快速发展的同时,内蒙古各地区经济发展水平的差距也越来越明显,充分发挥经济发展较快地区的辐射作用,带动落后地区经济发展,缩小地区差距,促进区域经济协调发展,已经成为内蒙古经济建设需要解决的重要问题之一。本文首先以人均GDP为主要衡量指标,对内蒙古各地区经济差异的绝对差异以及相对差异进行测算,揭示出了内蒙古地区经济非均衡发展的现状—即西部呼包鄂地区经济发展较好较快,东部和西部其他地区相对缓慢。其次探索了造成内蒙古地区经济差异的原因,最后提出了促进内蒙古地区经济协调发展的政策建议,包括政府加大扶持力度、调整生产力布局结构、推进跨区域合作。通过全区人民的共同努力,逐渐改变非均衡发展的现状,加快内蒙古的进一步发展。
[Abstract]:The Inner Mongolia Autonomous region has a vast territory but a narrow terrain, which makes the economic development level of East and West Inner Mongolia more and more different. Especially since the reform and opening up, due to different economic policies and resource conditions, the differences between the eastern and western regions are becoming more and more obvious. Over the past 30 years of reform and opening up, Inner Mongolia's economy has generally maintained a rapid growth trend. From 1996 to 2011, the growth rate for 16 consecutive years was faster than the national average growth rate, and the growth rate was the first in the whole country for the eighth consecutive year from 2002 to 2009. The total economic volume of Inner Mongolia has leapt from 25th in 1978 to 15th in 2011. With the rapid development of Inner Mongolia's economy, the gap between the levels of economic development in various regions of Inner Mongolia has become more and more obvious. To give full play to the role of radiation in areas with relatively rapid economic development, to promote economic development in backward areas, to narrow regional disparities, and to promote coordinated development of regional economies, It has become one of the important problems to be solved in Inner Mongolia's economic construction. Firstly, taking per capita GDP as the main measure index, this paper measures the absolute and relative differences of economic differences in various regions of Inner Mongolia. This paper reveals the present situation of the unbalanced economic development in Inner Mongolia-that is, the economic development in the western region of Hubao and Hubei is better and faster, and the other areas in the east and west are relatively slow. Secondly, the reasons for the economic differences in Inner Mongolia are explored. Finally, it puts forward some policy suggestions for promoting the coordinated development of the economy in Inner Mongolia, including the government's increasing support, adjusting the distribution structure of productive forces, promoting cross-regional cooperation, and through the joint efforts of the people of the whole region, Gradually change the status quo of unbalanced development, accelerate the further development of Inner Mongolia.
