【摘要】：宜宾临港经济技术开发区(以下简称“临港开发区”)是宜宾市乃至川南经济区唯一的一个以“临港”命名的经济技术开发区,2010年经四川省政府批准成立,已建成四川最大的内河国际g{纽港口。2013年1月经国务院批准为国家级经济技术开发区。作为宜宾市委、市政府举全市之力集中打造的经济发展新引擎,宜宾市委四届六次全会对临港开发区未来发展提出“坚持用国际视野、创新理念、科学模式打造临港开发区,全力建设临港产业园区、生态休闲旅游区和新城区,把临港开发区建成全市全域开放的核心增长极,全省最具潜力、最有活力、最为开放的现代化开发区”的新方向和新要求。要实现这一宏伟目标,临港开发区必须对未来发展的总体思路、战略定位和战略目标进行重新思考和谋划,尤其是支撑目标实现的产业规划与发展,必须作为未来发展的重中之重加以重视和强力推进。本文以临港开发区为研究对象,通过对开发区的产业发展基础与现状、机遇与挑战的深入分析,结合临港未来发展的战略目标,在借鉴国内外港口城市产业发展经验的基础上,紧紧围绕我国临港产业发展趋势,提出临港开发区产业发展的主要方向、基本原则、战略定位、发展目标、主导产业、空间布局,以及在产业规划建设中需解决的相关保障措施。明确提出了立足于成渝经济区、面向全球,构建特色突出、优势明显、竞争力强的现代新型产业体系,力争到2020年实现1000亿产值规模,努力把临港开发区打造成长江上游区域性商贸物流中心、四川新型重装产业基地和新材料产业基地,成为成渝经济区重要的产业集聚区,成为西部地区转型发展、产业创新的重要示范基地,成为支撑宜宾引领川南经济区发展的重要引擎。
[Abstract]:Yibin Lingang Economic and technological Development Zone (hereinafter referred to as "Lingang Development Zone") is the only economic and technological development zone named after "port" in Yibin City and even in southern Sichuan Economic Zone. It was established in 2010 with the approval of the Sichuan Provincial Government. Has been built into Sichuan's largest inland river international g {New Zealand port. In January 2013, it was approved by the State Council as a national economic and technological development zone. As the Yibin Municipal Party Committee, the municipal government has set up a new engine of economic development that the whole city has concentrated on building. The sixth Plenary session of the fourth session of the Yibin Municipal Party Committee put forward to the future development of the port development zone, "adhere to the international perspective, innovative ideas, scientific model to build a port development zone, to build a port industrial park, ecological leisure tourism zone and new urban area," To build the coastal development zone into the core growth pole of the opening up of the whole city, the new direction and new requirements of the most promising, dynamic, and most open modern development zone in the whole province. The overall thinking, strategic orientation and strategic goal of the future development must be reconsidered and planned, especially the industrial planning and development to support the realization of the target. We must attach great importance to it and push it forward as the most important development in the future. This paper takes the port development zone as the research object, through the thorough analysis to the industry development foundation and the present situation, the opportunity and the challenge of the development zone, unifies the strategic goal of the future development of the port. Based on the experience of industrial development of port cities at home and abroad, the main direction, basic principles, strategic orientation, development goals and leading industries of the industrial development zones are proposed around the development trend of port industry in China. The spatial layout, and the relevant safeguard measures to be solved in the industrial planning and construction, are clearly put forward, which are based on Chengdu-Chongqing Economic Zone, facing the whole world, constructing a new modern industrial system with outstanding characteristics, obvious advantages and strong competitiveness. Striving to achieve the output value of 100 billion by 2020, making efforts to build the development zone near the port into a regional trade and logistics center in the upper reaches of the Yangtze River, and becoming an important industrial agglomeration area in the Chengdu-Chongqing Economic Zone, with a new type of heavy industry base and a new material industrial base in Sichuan. It has become an important demonstration base for the transformation and development of western China and an important engine for Yibin to lead the development of southern Sichuan economic zone.
