盘锦辽东湾新区管理模式研究

【摘要】：盘锦辽东湾新区自2005年组建以来，经过七年多的发展历程，建起了经济快速发展、产业格局明晰、社会职能初具的经济开发区，实现了由河港向海港的转变。目前，全区行政区划面积545平方公里，规划面积306平方公里，下辖3个街道和1个开发区。七年多的开发建设，辽东湾新区经济增长迅速、总量不断扩张，签约入驻项目248个，计划投资总额3500亿元。截止2012年，新区的工业总产值累计实现580亿元，年均增长180%；地区生产总值累计实现180亿元，年均增长196%。辽滨新区借鉴现代企业先进的管理理念，按照市场化运作模式，设置经济区管委会运行机构，管委会用行政手段对盘锦辽东湾新区进行开发建设。盘锦辽东湾新区的现有管理模式相对来说“精干、高效”，在新区的发展中起到非常大的作用，，但是伴随着辽滨新区的迅速发展，由于内外部环境形式的变化，盘锦辽东湾新区的管理体制、运行机制、政策优势和可持续发展的能力所受到的严峻挑战均不容忽视。本文包括六个部分：首先在绪论部分提出了文章的研究背景和目的意义，以及文章的研究思路、研究方法和论文内容框架；第二部分详细阐述了开发区管理的相关理论，并对有关经济开发区管理模式的理论也进行了部分的解释，分析指出影响开发区管理模式选择的关键因素；第三部分介绍了盘锦辽东湾新区管理模式发展历程及现状，并指出盘锦辽东湾新区管理模式中存在的问题；第四部分分析了几种国内外开发区的先进管理模式，而且重点分析了国内外经济开发区现存管理模式中的成功应用，从中得出对我国开发区管理模式的启示与借鉴；第五部分分析指出选择开发区管理模式的基本原则，并结合盘锦辽东湾新区的实际情况，提出盘锦辽东湾新区管理模式创新的对策性建议；最后是文章的结论与不足之处，对文中内容做了总结概括，同时也指出文章的不足。
[Abstract]:Since the establishment of Panjin Liaodong Bay New area in 2005, after more than seven years of development, economic development zones with rapid economic development, clear industrial pattern and initial social functions have been established, which have realized the transformation from river ports to seaports. The administrative division of the whole district covers an area of 545 square kilometers, with a planned area of 306 square kilometers, with 3 streets and 1 development zone under its jurisdiction. After more than seven years of development and construction, the economic growth of the new area in Liaodong Bay has been rapid, and the total amount is constantly expanding. The total planned investment is 350 billion yuan. By 2012, the total industrial output value of the new area had reached 58 billion yuan, with an average annual growth of 180 yuan; the region's gross domestic product had reached 18 billion yuan, an average annual increase of 196.6 yuan. The Liaobin New area uses the advanced management concepts of modern enterprises for reference, and sets up the operation organization of the economic zone management committee in accordance with the market-oriented operation mode. The Administrative Committee uses administrative means to develop and build the new area of Panjin Liaodong Bay. The existing management mode of the new area of Panjin Liaodong Bay is relatively "lean and efficient" and plays a very important role in the development of the new area. However, with the rapid development of Liaobin New area, due to the changes of internal and external environment, the severe challenges to the management system, operation mechanism, policy advantages and sustainable development ability of Panjin Liaodong Bay New area can not be ignored. This paper consists of six parts: first, in the introduction part, the background and purpose of the article, as well as the research ideas, research methods and the content framework of the paper are put forward. The second part elaborates the relevant theories of the development zone management. The theory of management mode of economic development zone is also explained in part, and the key factors that affect the choice of management mode of development zone are pointed out. The third part introduces the development course and present situation of management mode in Panjin Liaodong Bay New area. It also points out the problems existing in the management mode of Panjin Liaodong Bay New area. The fourth part analyzes several advanced management models of domestic and foreign development zones, and focuses on the successful application of the existing management models in domestic and foreign economic development zones. The fifth part points out the basic principles of choosing the management mode of the development zone, and combines with the actual situation of Panjin Liaodong Bay New area. This paper puts forward the countermeasures for the innovation of the management mode of Panjin Liaodong Bay New area, and finally, the conclusion and deficiency of the article, summarizes the contents of the article, and points out the deficiency of the article at the same time.
