【摘要】：产业结构是一个国家或地区经济结构的重要组成部分，优化产业结构是实现区域经济可持续发展的有力保证。发达国家或地区的经济发展过程中，均采取了产业结构优化升级的一系列政策，实现了国民经济的持续发展。因此，采取因地制宜的产业结构优化政策对一个地区的经济发展起着关键性的作用。十二五期间，上海市提出了创新驱动、转型发展的的指导方向。松江区作为上海市的先进制造业基地之一，目前也面临着调结构、促转型的挑战。本文以松江区产业结构现状及产业优化政策为基础，，综合运用了文献研究、案例分析、比较分析、SWOT分析等方法，以产业政策的相关理论为基础，运用公共政策的视角展开研究，通过借鉴国内外产业结构优化政策的成功经验并吸取其经验教训，分析松江区主导产业现状的优势、劣势、机遇及挑战。在此基础上因地制宜的提出优化松江区产业结构的对策建议，使政府制定出的产业优化升级政策能够更好的发挥作用，加快松江区的产业升级步伐。本文首先在综述国内外产业升级政策研究现状及相关理论的基础上，对产业结构优化的概念、相关理论及产业政策的内容、作用、实施手段等进行了分析，对松江区的产业结构现状及产业结构优化的有关政策进行了研究。其次，对国内外产业结构优化的政策及模式进行了总结和分析，在此基础上，提出优化松江区产业结构的政策建议，一是要进一步明晰产业规划导向，二是要科学布局产业发展空间，三是要加大产业扶持政策的引导作用。
[Abstract]:The industrial structure is an important part of the economic structure of a country or a region. Optimizing the industrial structure is a powerful guarantee to realize the sustainable development of regional economy.In the process of economic development in developed countries and regions, a series of policies have been adopted to optimize and upgrade the industrial structure, and the sustained development of the national economy has been realized.Therefore, the adoption of industrial structure optimization policy plays a key role in the economic development of a region.During the twelfth five-year plan, Shanghai put forward the guiding direction of innovation-driven and transformational development.As one of the advanced manufacturing bases in Shanghai, Songjiang District is also facing the challenge of restructuring and promoting transformation.Based on the status quo of industrial structure and industrial optimization policy in Songjiang District, this paper makes use of the methods of literature research, case analysis, comparative analysis and SWOT analysis. Based on the relevant theories of industrial policy, this paper uses the perspective of public policy to carry out the research.Based on the successful experience and lessons of the industrial structure optimization policies at home and abroad, this paper analyzes the advantages, disadvantages, opportunities and challenges of the leading industries in Songjiang District.On this basis, the countermeasures and suggestions to optimize the industrial structure of Songjiang District are put forward according to the local conditions, so that the policy of industrial optimization and upgrading made by the government can play a better role and speed up the pace of industrial upgrading in Songjiang District.On the basis of summarizing the present situation and relevant theories of industrial upgrading policy at home and abroad, this paper analyzes the concept of industrial structure optimization, the content, function and implementation means of relevant theory and industrial policy.This paper studies the present situation of industrial structure and related policies of industrial structure optimization in Songjiang District.Secondly, the policies and models of industrial structure optimization at home and abroad are summarized and analyzed. On the basis of this, the policy recommendations for optimizing the industrial structure of Songjiang District are put forward. First, it is necessary to further clarify the direction of industrial planning.The second is to scientifically layout the space for industrial development, and third, to strengthen the guiding role of industrial support policy.
