许昌市“三化”协调发展水平测度及优化研究

【摘要】:河南省为全面贯彻落实国家关于中原经济区发展建设的指导意见,做出让许昌市加快建设“三化”协调科学发展“先行示范区”的决定。走“三化”协调发展道路,就是要坚持走新型工业化为主导、新型城镇化为引领、新型农业现代化为基础的不牺牲农业和粮食、生态和环境的发展道路。本文在对许昌市发展现状进行定性分析的基础上,通过构建“三化”协调发展测度模型,从定量的角度对许昌市“三化”协调发展水平进行研究,从而针对性地指出许昌市“三化”协调发展过程中存在的问题及优化发展建议。 本文研究的主要内容有:根据系统论、田园城市理论、城乡一体化理论等相关基础理论界定了“三化”协调发展相关概念的内涵,并指出“三化”协调发展既包括新型工业化子系统、新型城镇化子系统和新型农业现代化子系统三个子系统自身内部的协调发展,又包括三个子系统相互之间的协调发展,各要素相互配合、相互协作,,实现系统理想的发展目标。在此基础上,通过分析借鉴国内外相关研究成果进行建模,构建“三化”协调发展指标体系,选用主成分分析法计算各子系统综合发展水平,并借鉴廖重斌协调发展测度模型计算“三化”协调度和协调发展度。利用该模型对许昌市2002-2011年的“三化”协调发展水平进行实证研究。得到的结果显示,许昌市这十年的“三化”协调度有五年处于高级协调等级,五年处于中级协调等级,没有失调、勉强协调等等级,协调等级不低;但协调度整体呈现出下降趋势,由02年的0.935下降到11年的0.825,期间只有04年跟08年呈现出上升趋势,10年降幅最大,比09年下降了6.5个百分点,说明现有的发展方式有拉大各子系统发展水平的趋势。最后,提出许昌市“三化”协调发展存在新型农业现代化发展水平增长缓慢、城镇化发展滞后于工业发展、工业化发展方式有待转变等问题,并从加快农业向现代农业转化、建设新型城镇化、走新型工业化发展道路、实施生态建设、科学发展等方面给出了优化建议。
[Abstract]:In order to carry out the guidance of the state on the development and construction of the Central Plains Economic Zone in an all-round way, Henan Province made the decision to let Xuchang City speed up the construction of the "three modernizations" and coordinate the scientific development of the "pilot area".To take the road of coordinated development of the "three modernizations" is to adhere to the development road of not sacrificing agriculture, grain, ecology and environment on the basis of new industrialization, new urbanization and new agricultural modernization.Based on the qualitative analysis of the present development situation of Xuchang City, this paper studies the coordination development level of Xuchang City from the perspective of quantitative analysis through the construction of the "three modernizations" coordinated development measurement model.The problems existing in the coordinated development of the "three modernizations" in Xuchang City and the suggestions for optimizing the development are pointed out.The main contents of this paper are as follows: according to the related basic theories, such as system theory, pastoral city theory, urban-rural integration theory and so on, the connotation of the concept of "three modernizations" coordinated development is defined.It is pointed out that the coordinated development of the "three modernizations" includes not only the coordinated development within the three subsystems of the new industrialization subsystem, the new urbanization subsystem and the new agricultural modernization subsystem, but also the coordinated development among the three subsystems.All the elements cooperate with each other and cooperate with each other to realize the ideal development goal of the system.On this basis, through the analysis and reference of relevant research results at home and abroad to model, build the "three" coordinated development index system, choose the principal component analysis method to calculate the comprehensive development level of each subsystem.The coordination degree and coordinated development degree are calculated by using Liao Chongbin's coordinated development measure model.The model is used to study the coordinated development level of "three modernizations" in Xuchang City from 2002 to 2011.The results show that the coordination degree of "three transformation" in Xuchang city in this decade is five years in the high-level coordination level, five years in the intermediate level of coordination, there is no imbalance, barely coordinated and other levels, coordination level is not low;But the overall degree of coordination showed a downward trend, falling from 0.935 in 2002 to 0.825 in 11 years. During that period, only 2004 and 2008 showed an upward trend, with the largest decline in 10 years, which was 6.5 percentage points lower than in 2009.It shows that the existing development mode has the tendency to expand the development level of each subsystem.Finally, the paper points out that the coordinated development of the "three modernizations" in Xuchang City has some problems, such as the slow growth of the new agricultural modernization level, the lagging behind the industrial development, the need to change the mode of industrialization development, and the transformation from accelerating agriculture to modern agriculture.Suggestions on optimization of urbanization, new industrialization, ecological construction and scientific development are given.
