【摘要】：2011年河北沿海地区发展上升至国家战略，河北沿海地区进入快速发展时期。在秦唐沧地区形成了大批以循环经济为发展理念的产业集群。循环产业集群是以产业集群作为循环经济发展的组织载体，以循环经济作为产业集群发展的手段，依据生态产业链构建循环型产业集群，，是循环经济和产业集群互动的新型经济组织模式。河北沿海地区长期沿海意识淡薄，发展起步较晚。加上我国循环产业集群发展评价理论研究还处于起步阶段，未形成一套行之有效的评价体系，尚不能有效地指导实践活动。为了更好验证河北沿海地区循环经济示范区的发展优势，本文根据河北沿海地区循环产业集群发展过程中的自身特点、发展要求和面临的问题，从经济和资源环境两个方面出发，构建了一套符合河北沿海地区特色的、科学合理的、可操作性强的循环产业集群发展评价指标体系。同时，运用因子分析评价方法，对曹妃甸循环产业集群发展进行评价，提出了适合河北沿海地区循环产业集群发展的建议。本文共有六部分组成。第一部分介绍研究循环产业集群评价体系的意义与背景，提出开展本课题课题研究的理论意义和现实意义。第二部分介绍了循环经济与产业集群相关理论，循环产业集群的特点和模式，为后文展开研究提供理论和参考依据。第三部分主要对河北沿海地区发展概况和循环产业集群发展现状进行阐述，提出循环产业集群发展中的不足和问题，说明循环产业集群评价指标体系的重要性。第四部分针对河北沿海地区循环产业集群发展问题设计了涉及经济绩效、资源利用、资源消耗和生态环境四方面的19个具体指标。第五部分在建立指标体系的基础上，针对具有循环产业集群特征的曹妃甸新区进行实证分析，得出结论，验证了循环经济经济示范区发展的优势，并对河北沿海地区循环产业集群发展提出对策建议。第六部分针对前文的研究和分析，总结结论，并提出研究中的不足。本文以曹妃甸新区作为研究对象，通过建立的循环产业集群评价指标体系对2006-2011年曹妃甸新区经济和生态环境相关数据做因子分析，得到曹妃甸新区的循环产业集群发展结论：经济发展的人均GDP和财政收入增长率数值较大，说明循环产业集群经济处于高位高水平发展阶段，曹妃甸新区经济发展程度较高。生态环境方面在2006年到2011年发展较不平稳，在个别年份波动较大。这与当时发展循环产业集群的政策和背景有很大关系。但生态环境仍然取得了令人满意的成绩。结合经济和生态环境发展的综合因子F体现，2006年到2011年之间循环产业集群的发展水平基本呈上升趋势，可见曹妃甸新区的循环经济发展取得了良好的成绩。验证了循环经济示范区这种中观层面的产业园区发展的可行性。为了促进河北沿海地区经济和生态环境的和谐发展，走新型可持续发展道路，要加强循环产业集群体系的相关法律法规建设，延伸产业链加强循环经济示范区的模范带头作用，积极开展清洁生产，以循环经济理念加强对传统重化工业的改造。实现河北沿海地区的跨越式发展。促进环渤海地区的协调发展，提高区域综合实力，缩小同其他沿海地区经济发展的差距。

In order to better verify the development advantages of the coastal areas of Hebei circular economy demonstration area, according to the process of development of the recycling industry cluster in Hebei coastal areas in the development of its own characteristics, requirements and problems, starting from the two aspects of economy and environment, to construct a set of consistent with characteristics of Hebei coastal area, scientific and reasonable operation the recycling industry cluster development evaluation index system. At the same time, using the factor analysis method of evaluation, evaluation of Caofeidian industrial cluster development, put forward for the development of the recycling industry cluster in Hebei coastal areas is proposed.
This paper consists of six parts. The second part introduces the circular economy and industrial cluster theory, the characteristics of industrial clusters and the circulation pattern, provide theory and reference for later research. The third part mainly elaborates on. General situation and current situation of the development of Hebei circulation industry cluster development in coastal areas, the deficiencies and problems of circulation in the development of industrial cluster, illustrates the importance of the evaluation index system of circular industrial clusters. In the fourth part, aiming at the problem of development of recycling industry cluster in Hebei coastal area design related to economic performance, resource utilization, 19 specific the index of resource consumption and ecological environment in four aspects. The fifth part is on the basis of establishment of index system, for a production cycle Industry clusters in Caofeidian empirical analysis, draw conclusions, verify the development of circular economy demonstration area advantage, and puts forward some countermeasures and suggestions on the development of circulation industry cluster in Hebei coastal areas. The sixth part summarizes the conclusions based on the above research and analysis, and put forward the deficiency in the research.
