【摘要】：我国地形复杂,山区众多，，山区总面积约为649万平方公里，占我国国土面积的三分之二。山区具有丰富的自然资源及民俗文化资源，拥有巨大的经济潜力，蕴藏着国家经济发展的重要资源；山区是我国江河的发源地，是我国水源主要供给地，同时又是全国平原地区的生态屏障。但是由于人们长期掠夺性开发,致使资源破坏比较严重造成生物资源衰退,矿产资源浪费,生态环境恶化,山区经济发展比较缓慢。山区问题已经成为我国乃至世界最关注的问题。同样，在河北省，山区问题也十分明显。我省的山区贫困县有30个，占我省所有贫困县总数的五分之三[1]。山区综合开发不仅是经济问题、生态环境问题,而且更是政治问题。加强山区综合开发,是推动我省经济可持续发展,生态环境保护,实现共同富裕奔小康目标中不容忽视的重要环节。位于河北省秦皇岛市北部的青龙满族自治县具有典型的山区地貌。该县一直是秦皇岛市生态环境与经济可持续发展的重要组成部分，也是秦皇岛旅游产业资源的重要构成。尽管该县得到了秦皇岛市委及市政府的重点扶持，同时山区人民生活水平也有了显著提高，但是，该县的整体经济发展水平及农民的收入水平仍无法与平原地区相比。青龙山区是秦皇岛市开展全面综合发展工作的薄弱之处，也是能否实现城乡一体化发展的关键所在[2]。究其根本原因，是因为该县没有系统的山区综合开发规划。本研究以推动山区经济发展，转变山区经济增长方式，提高山区的综合生产能力为目标，通过研究山区这一特定环境中开发利用存在的问题，总结山区综合开发的普遍性规律，探寻适合河北省东北部山区的综合开发的发展模式，起到引领导向的作用。以达到理论与实践并重，且即有针对性又具可操作性的应用意义。本论文共分为六大部分：第一部分为本文的绪论部分，介绍山区综合开发的宏观背景及选题背景，为后面的论文做铺垫。第二部分为本论文的研究综述部分，分别阐述了国内外关于山区综合开发的研究现状，并介绍了本文的研究思路、内容与方法。第三部分阐述了山区综合开发的理论框架，包括山区综合开发的内涵、总体构成、山区综合开发与生态系统的关系及山区综合开发的目标。此部分从总体介绍了山区综合开发的理论，并提出了山区与生态系统（地质、地形、气候、水文、植被等）的密切关系，其开发活动与生态系统存在相互影响相互制约的紧密联系。由于山区综合开发是在特定环境区域里的活动，因此与生态环境不可分。坚持走山区的生态发展路线，使山区综合开发达到可持续发展的目标。第四部分对青龙满族自治县山区的概况做了全面细致的分析研究，对青龙满族自治县进行了详细介绍，同时分析青龙满族自治县山区综合开发的优势、目前存在问题及所面临的挑战。第五部分研究青龙满族自治县山区综合开发的措施。此部分为全文的研究中心，分别从指导思想与总体定位、产业体系规划、青龙县旅游发展规划、新民居建设及可利用的政策优势五个方面对青龙县的山区综合开发提出了建设性的意见。第六部分为全文的总结性论述。
[Abstract]:The mountainous area is mountainous , with a total area of 649.000 square kilometers , which accounts for two - thirds of the country ' s land area . It has abundant natural resources and folk culture resources , has huge economic potential , and contains important resources of the country ' s economic development ;
The mountainous area is the birthplace of the rivers in China . It is the main source of water supply and the ecological barrier in the plain area of the whole country . However , because of the long - term predatory development of people , the destruction of resources caused the deterioration of the biological resources , the waste of mineral resources , the deterioration of the ecological environment , and the slow development of the mountain economy . The mountain problem has become the most concern of our country and even the world .

In the same way , in Hebei Province , the problem of mountainous areas is also very obvious . There are 30 poverty - stricken counties in the mountainous areas of our province , which account for five - fifths of the total number of poverty - stricken counties in the province . The comprehensive development of mountain area is not only economic , ecological environment , but also political problem . Strengthening the comprehensive development of mountain area is an important link that can not be neglected in the goal of sustainable development , ecological environment protection and common prosperity .

Qinglong Manchu Autonomous County , which is located in the north of Qinhuangdao city of Hebei Province , has typical mountain features . The county has been an important part of the ecological environment and economic sustainable development of Qinhuangdao city , and it is also an important component of Qinhuangdao tourism industry resources . Although the county has been supported by Qinhuangdao Municipal Committee and municipal government , the living standard of the mountain people has been significantly improved . However , the overall economic development level of the county and the income level of farmers still cannot be compared with the plain area . The root cause is that the county has no systematic mountain comprehensive development plan .

This study aims to promote the economic development of mountain area , transform the economic growth mode of mountain area and improve the comprehensive production capacity of mountain area . Through studying the problems existing in the development and utilization of mountain area , the paper summarizes the universal law of comprehensive development in mountain area , and explores the development mode suitable for the comprehensive development of mountainous area in northeast of Hebei Province .

This thesis is divided into six parts :

The first part is the introduction part of this paper , introduces the macro background of the comprehensive development of mountain area and the background of selection , and lays a cushion for the later paper .

The second part is the research summary part of this paper , expounds the research status of comprehensive development of mountain area at home and abroad , and introduces the research idea , content and method of this paper .

The third part describes the theoretical framework of comprehensive development of mountain area , including the connotation of comprehensive development in mountain area , the overall composition , the relationship between mountain comprehensive development and ecosystem and the goal of comprehensive development of mountain area . This part introduces the theory of mountain comprehensive development , and puts forward the close relationship between mountain area and ecosystem ( geology , terrain , climate , hydrology , vegetation , etc . ) .

The fourth part makes a comprehensive and detailed analysis on the mountainous area of Qinglong Manchu Autonomous County , introduces the Qinglong Manchu Autonomous County in detail , and analyzes the advantages of the comprehensive development of the mountainous area of Qinglong Manchu Autonomous County , and the present problems and the challenges faced .

The fifth part studies the measures for the comprehensive development of the mountainous area of Qinglong Manchu Autonomous County . This part is the research center of the whole text , and puts forward constructive suggestions on the comprehensive development of mountain area in Qinglong county from five aspects : the guiding ideology and the general positioning , the planning of industry system , the planning of tourism development in Qinglong county , the construction of new folk house and the policy advantages available .

The sixth part is divided into the general discussion of the full text .
