河南省促进协同创新政策问题研究

【摘要】：在自主创新伟大战略基础上,中国提出了协同创新这一划时代意义的创新范式。这是发挥国家意志,实现有组织的创新的重大决策。协同创新对于提高企业创新能力、提高高等教育质量,保持我国经济的持久繁荣、科技的进步和人才的高端培养,具有极为重要的意义。政府承担着促进协同创新的重要责任,必须制定并运用各种直接或间接的政策和措施,加大力度促进协同创新活动的产生和发展,规范创新主体行为。通过政策实施,促进政产学研用等多个创新主体间的深度整合、紧密融合、集中优势力量联合攻关、深度合作,实现价值创造、引领创新,产生一批原创性成果,突破一批关键核心技术,实现重点领域的跨越发展。 2006年以来,河南省政府出台了一系列促进协同创新政策,推动创新主体间突破壁垒实现深度合作,有效集成创新资源和创新要素,显著提升创新驱动能力和效率,为加快我省自主创新体系建设、建设创新型河南、支撑中原经济区建设发挥了积极作用。本文通过文献研究、社会调查等研究方法,以协同理论、创新理论和公共政策分析理论等为基础,从理论上分析了协同创新政策的基本内涵、特征和作用,并结合实际,梳理了2006年以来省政府出台的协同创新政策脉络,分析了政策实施过程中存在的一些不足和缺陷,如政策缺乏统筹、创新性不强、投入不够、政策有效供给不足、政策环境亟待改善等问题,并根据以上问题,有针对性提出加强政策统筹、注重政策创新、增加科技投入、扩大政策覆盖、打造政策服务链条等对策建议。
[Abstract]:On the basis of the great strategy of independent innovation, China puts forward the epoch-making innovation paradigm of collaborative innovation.This is a major decision to give play to the will of the state and realize organized innovation.Collaborative innovation is of great significance to improve the innovation ability of enterprises, improve the quality of higher education, maintain the lasting prosperity of our economy, the progress of science and technology and the high-end training of talents.The government bears the important responsibility of promoting collaborative innovation. It is necessary to formulate and apply various policies and measures directly or indirectly to promote the emergence and development of collaborative innovation activities and standardize the behavior of innovation subjects.Through the implementation of the policy, we will promote the deep integration, close integration, concentration of advantages, joint efforts to tackle key problems, deep cooperation, realization of value creation, leading to innovation, and production of a number of original results among various innovative subjects, such as government, industry, education, research, and so on.Breakthrough a number of key core technologies to achieve leapfrog development in key areas.Since 2006, Henan Provincial Government has issued a series of policies to promote collaborative innovation, to push innovation agents to break through barriers to achieve deep cooperation, to effectively integrate innovation resources and elements, and to significantly improve innovation driving capacity and efficiency.It plays an active role in accelerating the construction of independent innovation system, constructing innovative Henan and supporting the construction of Central Plains Economic Zone.Based on the theory of synergy, innovation theory and public policy analysis, this paper analyzes the basic connotation, characteristics and functions of collaborative innovation policy, and combines the practice with the literature research, social investigation and other research methods, which are based on the synergy theory, innovation theory and public policy analysis theory.This paper combs the context of coordinated innovation policy issued by the provincial government since 2006, and analyzes some shortcomings and defects in the policy implementation process, such as lack of overall planning of policy, weak innovation, insufficient investment, insufficient effective supply of policy.The policy environment needs to be improved urgently, and according to the above problems, the author puts forward some countermeasures and suggestions, such as strengthening policy coordination, paying attention to policy innovation, increasing scientific and technological input, expanding policy coverage and creating policy service chain.
