转型期我国中心城市城乡关系演变研究

【摘要】：2000年以来我国城乡经济总量持续增涨，乡村投资力度加大，城乡产业结构调整升级，城乡空间重组趋势明显，总体上，我国进入城乡互动与统筹发展的转型期。我国城乡相互作用程度与城乡统筹发展的条件具有区域差异性，在全国区域系统中，中心城市区域实现城乡统筹的条件最为成熟，具备率先实现城乡统筹发展的突出优势，这是由于：中心城市经济发展已经达到较高水平，城市空间规模迅速增长，城市功能扩散趋势显著且影响区域不断扩大，外围乡村区域经济与城镇化快速发展，中心城市从点状空间变为城市区域，进入到大都市区城乡功能地域发展阶段。然而，我国城乡统筹进程仍然十分缓慢，中心城市城乡统筹发展实践存在极大的盲目性。“摊大饼式”城市近域拓展导致外围乡村耕地被大量蚕食，农民土地使用与生存权利在一定程度上被剥夺，农民“被城市化”，很大一部分失地农民逐渐变为城市贫民。极度偏向城市的大城市扩展模式，极大地限制了大城市对外围乡村地区人口与产业转型拉动效应的发挥，导致城市发展对乡村地域资源、空间、发展机会的“掠夺”。这些问题反映了我国大城市扩张方针对城乡统筹战略的认识偏差，更加反映出我国城乡发展实践缺乏理论研究的支撑。我国处于城市化的快速推进时期，，既面临着经济增长与产业结构升级问题，又亟待解决社会阶层矛盾激化，大量农村人口转型问题，而且，我国各地区城乡发展阶段、要素禀赋、发展状态、问题与约束存在巨大差异性。因此，本文是在对城乡关系理论的研究基础上，基于我国复杂的国情深入分析中心城市城乡统筹发展的背景，以我国中心城市为样本，城乡经济增长与城市化为研究视角，中心与外围区域为空间范围，利用面板数据模型分析方法，对城乡关系要素变化进行动态分析，并对我国中心城市城乡关系发展进行地域差异性研究，划分中心城市城乡关系发展的地域类型，进而探讨中心城市城乡统筹发展的机制和路径。全文共分七部分：第一章是对中心城市城乡关系演变的基础理论进行分析和借鉴，对“田园城市”、“卫星城”、“广亩城”、“有机疏散”等城乡空间结构理论，芒福德的城乡区域观、麦基的城乡一体化区域等城乡整合与一体化发展理论，以及刘易斯城乡二元经济理论、缪尔达尔城乡二元地理结构理论进行梳理总结，为下一步研究奠定基础。第二章从我国新型工业化与城市化进程的快速推进、城乡二元结构矛盾与城乡统筹发展以及区域要素空间重构三个方面分析中心城市城乡关系演变的区域背景，并重点论述转型期中心城市在我国新型工业化与城市化发展、城乡统筹发展中的战略地位。第三章以2000-2010年作为研究时段，以4个直辖市和15个副省级城市作为样本，在科学划分城乡空间范围的基础上，从投资与经济总量、产业结构、人口与城市化、城乡居民收入、城乡公共设施等方面建立城乡关系面板数据集，进行要素间的多元回归分析，建立城乡要素关系的演变模型，通过模型分析总结转型期中心城市城乡关系演变的特征。第四章是在前文模型分析的基础上对中心城市城乡关系演变所呈现出的空间特征进行的事实研究，与第三章互相印证，主要从中心城市服务职能升级与辐射空间拓展、制造业郊区化与城市外围组团形成、区域副中心空间扩展与功能强化、乡村功能转型与集中发展四个方面分析转型期中心城市城乡关系演变的空间格局。第五章以中心城市城乡关系要素的地域比较分析为基础，通过对中心市区与外围县区的空间交通关系、城乡关系演变动力因素的差异性的进一步考察，考虑不同中心城市区域功能与城乡产业格局的演变趋势，以区位与资源环境的一致性、城乡关系演变特征与动力机制的一致性、中心与外围空间关系的一致性为原则，对我国中心城市城乡关系演变进行类型划分，并对各类型区域城乡关系演变的机制进行辨析。第六章从中心城市“大城市病”问题的消除、乡村发展的外部依赖性、我国城乡二元结构矛盾的根本解决以及城乡一体化发展与中心城市区域功能的提升四个方面探讨我国中心城市城乡关系统筹发展的驱动机制。第七章在前文对转型期中心城市城乡关系演变所表现出的系统研究的基础上，提出城乡空间统筹的产业功能配置，人口与聚落空间布局，城乡交通、公共服务与基础设施建设，以及生态空间管制的路径。
[Abstract]:Since 2000 , China ' s urban and rural economy has continuously increased , rural investment has increased , the urban and rural industrial structure adjustment has been upgraded , the urban - rural spatial reorganization trend is obvious . In the whole country , the urban - rural interaction degree and the urban - rural integration development are the most mature . In the regional system of the whole country , the urban - rural integration is the most mature , the urban - rural economy and the urbanization rapid development , the central city has changed from the point - shaped space to the urban area , and the urban and rural functions of the central city become the urban and rural areas of the urban and rural areas .

However , the overall process of urban and rural development in China is still very slow , and the practice of urban and rural development in central city has great blindness .

This paper , based on the study of the relationship between urban and rural areas , analyzes the relationship factors of urban and rural areas , and divides the urban and rural relationship between urban and rural areas .

The full text is divided into seven parts :

The first chapter analyzes and draws lessons from the basic theory of urban and rural relation evolution in the central city , and summarizes the urban and rural spatial structure theories , such as " garden city " , " satellite city " , " Guangzhou mu city " , " organic evacuation " , and so on .

The second chapter analyzes the regional background of the development of urban and rural relations in the central city from the rapid advance of the new industrialization and urbanization process in our country , the contradiction between urban and rural dual structure , the integrated development of urban and rural areas , and the three aspects of regional factor spatial reconstruction , and focuses on the strategic position of the central city in China in the development of the new industrialization and urbanization and the integrated development of urban and rural areas .

The third chapter , based on 2000 - 2010 as the research period , takes 4 municipalities and 15 sub - provincial cities as samples , establishes urban and rural relation panel data sets from the aspects of investment and economy , industrial structure , population and urbanization , urban and rural residents ' income , urban and rural public facilities and so on .

The fourth chapter is the factual research on the spatial characteristics of urban and rural relations in the central city based on the analysis of the former model , and the third chapter shows the spatial pattern of urban and rural relations in the transition period from four aspects : the promotion of the central city service function and the expansion of the radiation space , the suburbanization of the manufacturing industry and the formation of the urban periphery group , the spatial extension and function strengthening of the sub - center of the region , the transformation of the rural function and the centralized development .

The fifth chapter is based on the regional comparative analysis of the relationship between urban and rural areas in the central city . Through further investigation of the differences between urban and rural industrial patterns in the central city and the surrounding counties , the paper takes into account the development trend of the urban and rural industrial structure in different centers , and divides the relationship between the urban and rural areas in the central city of China based on the consistency of location and resource environment , the consistency of the relationship between the center and the peripheral space , and analyzes the mechanism of the evolution of the relationship between the urban and rural areas in the central city of China .

The sixth chapter discusses the driving mechanism of urban and rural relation integrated development in our country from four aspects : the elimination of the problem of " big city disease " in the central city , the external dependence of rural development , the basic solution of the contradiction between urban and rural dual structure and the promotion of urban and rural integration development and the regional function of the central city .

In the seventh chapter , on the basis of the system study of the evolution of urban and rural relationship between urban and rural areas in the transitional center , the paper puts forward the industrial function allocation , population and settlement space layout , urban and rural transportation , public service and infrastructure construction , and the path of ecological space control .
