“减负发展型”县域可持续发展规划探析

【摘要】：县域可持续发展规划是解决区域发展问题的重要切入点,有利于促进区域内及区域之间的协调发展。通过分析"减负发展型"县域的特征及问题,提出了县域规划需要从县域实际发展情况出发,按照研究—规划—深化的思路进行。明确了"减负发展型"县域的规划思路与调控措施,提出不同模式的县域具有不同的发展思路,只有抓住县域经济发展的实质性问题,才能为县域发展理出一个科学合理,有用可行的战略思路。
[Abstract]:County sustainable development planning is an important entry point to solve regional development problems and is conducive to promoting the coordinated development within and between regions.Based on the analysis of the characteristics and problems of the "burden reduction and development type" county area, the paper points out that the county planning should proceed from the actual development situation of the county area and follow the train of thought of research-plan-deepening.This paper clarifies the planning ideas and control measures of the county area of "reducing the burden and developing type", and points out that the county region with different models has different development ideas. Only by grasping the substantive problems of county economic development, can we work out a scientific and reasonable way for the development of county territory.Useful and feasible strategic thinking.
